Implementing the Notice of Conclusion No. 81-KL/TW dated July 18, 2025 of the Politburo on the investment policy for school construction in border communes, Cao Bang province is focusing resources on implementing the construction of 11 boarding schools for primary and secondary schools in the communes: Phuc Hoa, Tra Linh, Truong Ha, Lung Nam, Quang Han, Tong Cont, Dinh Phong, Ha Lang, Duc Long, Dam Thuy and Quang Trung.
According to records, up to now, all 11 communes have completed the site survey work, assessing the natural conditions, favorable conditions and difficulties of each area.


In particular, the Phuc Hoa Primary and Secondary Boarding School Project is a pioneering project, having completed the survey, location selection, and model design with a total investment of 220 billion VND.
Information from the Cao Bang Provincial Construction Investment Project Management Board, the project includes the following items: classrooms, headquarters, teacher and student dormitories, dining room, library, multi-purpose house with technical infrastructure system, electricity supply, water supply, sports field and landscape.
Currently, the unit is coordinating with the People's Committee of Phuc Hoa commune to conduct measurements, develop compensation plans, clear the site and complete the design documents to submit to competent authorities for approval.


The new school was built right in the center of Phuc Hoa commune, less than 1km from Phuc Hoa Secondary School for Ethnic Minorities. The new school is expected to be built on an area of 6 hectares, with 36 classes, 1,260 students, each class has a maximum of 35 students to serve children in the commune and the communes of Be Van Dan, Thach An, Duc Long and Hanh Phuc.
Talking to reporters, a representative of the People's Committee of Phuc Hoa commune said: "The total area of land expected to be recovered for the project is 4.56ha, with about 10 households, individuals and organizations affected. The land areas are currently being cultivated by the people for sugarcane and glue. The total cost of site clearance is about 5.58 billion VND".
At the recent progress meeting, representatives of departments and branches discussed and clarified a number of problems in the implementation process such as site clearance, land planning, selection of design options suitable for the terrain; as well as issues of technical infrastructure, water resources, electricity for daily life, enrollment organization and operating costs.
Regarding the construction of projects, Chairman of Cao Bang Provincial People's Committee Le Hai Hoa is requiring units to focus on completing site clearance work to simultaneously start construction of 11 projects in October 2025.
He emphasized that the choice of construction location must be in accordance with planning, economical, safe, respect natural terrain, absolutely do not arrange schools in areas at risk of landslides, flooding or violating flood escape corridors.
Regarding the design, the Provincial Chairman requested the application of an architectural model that can adapt to the terrain, limit leveling, prioritize gentle steep paths, take advantage of mountainous terrain to drain water naturally, reduce construction and maintenance costs. Construction materials need to be prioritized from local sources, durable, low-maintenance, and suitable for mountainous climates.


Mr. Le Hai Hoa assigned the Department of Construction to closely assess the design documents, foundations, and drainage; the Department of Agriculture and Environment to coordinate in providing terrain maps and zoning off landslide risk areas.
The People's Committees of communes ensure the selection of clean land locations with high consensus. Investors proactively select contractors, synchronously deploy survey, design, material preparation, and human resources to shorten progress.
