The People's Committee of Ha Tinh province has just issued a decision on authorizing the Department of Education and Training (DET) to organize the consideration of promotion of professional titles of civil servants in public kindergartens and high schools in the province to grades III, II, I and equivalent.
Accordingly, the Director of the Department of Education and Training is responsible for organizing and implementing the work of considering promotion of professional titles for preschool teachers and public general education teachers throughout the province. The authorization period is extended until May 30, 2026, ensuring compliance with current legal regulations.
The Director of the Department of Education and Training presides over and closely coordinates with the Department of Home Affairs, relevant departments, branches and commune-level People's Committees, ensuring that the promotion review process is open, transparent, in accordance with regulations, improving the quality of the teaching staff.
At the same time, the Department of Education and Training is responsible for reporting the implementation results to the Provincial People's Committee, in order to ensure the legitimate rights of teachers and contribute to improving the quality of education in the area.
Currently, the Department of Education and Training has requested schools to quickly deploy the work of reviewing and grasping the need for teachers to be promoted to professional titles.
On that basis, schools promptly make a list and instruct teachers to fully prepare the necessary conditions to participate in the promotion consideration, in order to ensure the legitimate rights of teachers.
According to the Department of Education and Training of Ha Tinh, the promotion consideration will be strictly implemented, ensuring compliance with the maximum rate according to regulations: the rate of teachers from Grade III to Grade II does not exceed 50% of the total number of teachers at each school and the rate from Grade II to Grade I does not exceed 10%.
Organizing the upcoming promotion review is good news for many teachers in Ha Tinh, as the locality has been slow to organize the promotion review for many years.
Previously, on November 13, Lao Dong Newspaper published an article "Later consideration of promotion affects the rights of teachers in Ha Tinh". The content of the article reflects the frustration of some teachers because they have been slow to consider teacher promotion for many years, affecting their rights.
Many people shared that they have continuously strived to study, practice and teach well; have full certificates according to regulations; achieve the title of excellent teacher at district and provincial levels; many people are core teachers, management staff, participate in training excellent students and organize professional topics.
However, they are still "stuck" in the third division and have not been considered for promotion to the second division. Meanwhile, many colleagues in the same province have been promoted early. This leads to a paradox of having a Grade III teacher but instructing a Grade II teacher in the excellent teacher exam.
The incident was reported by a representative of the Department of Organization and Personnel, Department of Education and Training of Ha Tinh, that the consideration of promotion for high school teachers in Ha Tinh in 2021 had been carried out once; for the junior high school level and below, it was previously the responsibility of the district level. In the next promotion review, the department has also submitted a project to the Department of Home Affairs for advice to the Provincial People's Committee.
A representative of the Civil Servants and Public Employees Department, Department of Home Affairs of Ha Tinh admitted that the consideration of teacher promotion in Ha Tinh has been delayed in the past time, not meeting the requirements due to the impact of district mergers, then abolishing district levels.
