This is a strategic step, both streamlining the apparatus, improving management efficiency, and creating conditions to focus resources, investing in depth in education, meeting the requirements of rapid and sustainable development of the country.
In recent days, many localities and ministries have proposed reorganization plans. To ensure synchronous and unified implementation, the Ministry of Education and Training (MOET) has issued a number of directives and orientations related to this issue.
According to the Ministry of Education and Training, in November 2025, the Ministry will have a specific plan on the arrangement of colleges and vocational schools and will soon collect opinions from vocational training institutions to have orientation.
The restructuring and arrangement only targets weak, small colleges that cannot be admitted and are currently difficult to survive.
There will be some principles to streamline focal points. The trend is to transfer more focal points and programs of vocational training institutions to local management.
Regarding personnel after implementing the arrangement of colleges and universities, according to Minister of Education and Training Nguyen Kim Son, the model of Party Committee secretary and principal of universities and vocational training institutions is expected to be implemented from December, to ensure a stable and smooth operating apparatus.
The arrangement plan will be submitted by the Ministry of Education and Training to the Politburo, the Secretariat, and coordinate with the Central Organizing Committee for approval; expected to be implemented from early December 2025.
According to the Minister, when the amended and supplemented laws take effect, the activities of the current school council will end. Accordingly, the chairman, vice chairman of the school council, principal or director (elected according to the term of the school council) also completed their tasks.
To ensure a stable transition period, principals and directors continue to operate until a new decision is made, to ensure the apparatus switches to a new model smoothly and without interruption.
According to the new management principle, leadership personnel will be selected based on the trust of the collective of educational institutions, and the governing body will consider and decide on qualified, capable, and prestigious people to simultaneously take on the role of secretary and head of the facility. Special cases will be considered and decided by competent authorities.
The Ministry of Education and Training will issue specific guidance documents on standards, conditions, processes, and working methods in November 2025, for facilities to implement in December 2025.
In 2024-2025, according to reports from ministries, branches and localities, 173 public higher education institutions (excluding those under the military and police) have established school councils.
When implementing the policy of not organizing school councils in public universities and implementing the secretary of the board and head of the educational institution, the key personnel of universities will have changes in the direction of streamlining, reducing focal points, improving effectiveness and efficiency of operations.
