Reporters from Lao Dong Newspaper have contacted the school's principal. This person confirmed that he requested parents to submit documents and apply for tuition exemption, and said that the reason was "due to the Treasury's request to complete the documents". However, the head of the school also admitted that he would check and review the process.
Meanwhile, the representative of the State Treasury of Region X affirmed that all payment procedures and tuition exemption confirmation are carried out according to regulations, and there is no requirement for parents to submit an application for tuition exemption or birth certificate notarization.
Notably, according to the record, another ward in the old Vinh City area has just issued a notice requesting the dossier to resolve the policies for students to have a petition from parents and confirmation from the school. This is considered to cause unnecessary difficulties and problems for parents and students, going against the policy of reforming administrative procedures in education.
On October 12, speaking with a reporter from Lao Dong Newspaper, Mr. Nguyen Trong Hoan - Chief of Office of Nghe An Department of Education and Training affirmed that according to current regulations, the settlement of policies related to tuition exemption, support for disabled students, students from poor households... does not require a petition from parents. The birth certificate only needs to be submitted once in the application, the school is responsible for preserving and using it throughout the student's studies. On the other hand, currently, the digital data of Nghe An education sector has been completed, all information about students and schools is available in the system and can be easily accessed, without having to require parents to provide it again.
