On October 31, the Ministry of Education and Training held a conference to summarize the organization of the high school graduation exam for the period 2020 - 2024 and prepare for the high school graduation exam from 2025. Here, the Department of Quality Management, Ministry of Education and Training proposed that universities not announce early admission results before May 31, that is, early admission results will only be announced after the end of the program and school year plan.
According to current regulations, schools are autonomous in recruiting students. In the 2024 enrollment period, from around March onwards, some schools have begun to announce early admission results using the high school transcript review method, considering the results of 3 or 5 semesters.
Dr. Nguyen Trung Nhan - Head of Training Department of Ho Chi Minh City University of Industry said that announcing the admission results early after the end of the study program is appropriate.
Mr. Nhan said that not announcing early will limit the situation of negligence and neglect in studying of a part of students when the results of early admission are available because one of the purposes of the high school graduation exam is to comprehensively assess the quality of students at high school level.
"I think not only should schools not be required to announce admission results before May 31, but it should also be regulated that schools are not allowed to announce them before the high school graduation exam takes place, which would be more appropriate," said Dr. Nguyen Trung Nhan.
Associate Professor Dr. Nguyen Xuan Hoan - Principal of Ho Chi Minh City University of Industry and Trade said that the Ministry of Education and Training had previously sought opinions on this issue from the school. "The school completely agrees with this proposal of the Ministry. This regulation will also help make enrollment more fair among schools," Mr. Hoan shared.
MSc. LS Trinh Huu Chung - Vice Principal of Gia Dinh University also expressed his agreement with the proposal of the Ministry of Education and Training. Mr. Chung said that announcing the admission results a few months earlier or later would not have too much impact on the school's enrollment.
According to MSc. Nguyen Thi Xuan Dung - Director of the Communication Center of Ho Chi Minh City University of Technology, depending on each admission method, there may be many admission rounds for each method. However, if the ministry stipulates, the school will adjust the plan to comply with the general regulations.
"Early admission results can only be considered a preliminary step before the official results. Therefore, if candidates have early admission results based on their transcripts or ability assessments, they must continue studying and not neglect to take the high school graduation exam. Only when they pass this exam will the early admission results be valid," Ms. Dung analyzed.
Meanwhile, an admissions officer at another private school said that if the early admission results are only announced after May 31, it is no longer considered early admission.
"Early admission will help candidates reduce exam pressure, they only need to pass the graduation exam to be admitted. Especially for candidates who have a pre-determined career and school, early announcement will help these candidates feel more comfortable and confident before taking the graduation exam," he said.
In August 2024, at the 2024 Higher Education Conference, Minister of Education and Training Nguyen Kim Son said that schools used too many methods, with many early admission targets and few targets based on high school graduation exam scores, pushing the benchmark score very high, causing unfairness.
“Early admission has negative impacts on general education in the final stages of this level. Therefore, it needs to be considered in the coming time. Because students who are eligible to be admitted to university through early admission will not study anymore. That is very harmful,” said the Minister.
