On the afternoon of May 19, Mr. Vuong Quoc Tuan - Chairman of the People's Committee of Bac Ninh province chaired a conference to deploy the Hanoi Medical University Facilities Construction Project in Bac Ninh province.
Attending were representatives of the Ministry of Health and Hanoi Medical University.
The Hanoi Medical University Construction Project in Bac Ninh province has been introduced by the Provincial People's Committee with an area of about 30 hectares, belonging to the Bac Ninh Science and Technology Application Research Training Area (Tien Du District).
The project aims to develop a medical human resource of sufficient quantity and quality, which is the premise for Hanoi Medical University to become a National Key University educational institution in the leading group in Asia.
The scale of the project includes: Construction of training areas, hospitals and research institutes for applied high-tech medicine with a total estimated investment of VND 3,150 billion.
To be able to implement the Project, the Ministry of Health recommends that Bac Ninh province consider, support funding and carry out compensation, site clearance, resettlement and investment in technical infrastructure to serve the Project using the provincial budget, period 2026 - 2030.
The Ministry of Health will report to the Prime Minister and the Ministry of Finance to supplement medium-term public investment capital for the period 2021 - 2025, thereby allocating it to the Hanoi Medical University Facility construction project in Bac Ninh province.
Therefore, it is recommended that Hanoi Medical University urgently develop a comprehensive project on implementing the process of project investment procedures to be able to soon implement the steps according to regulations.
Based on the opinions of delegates, in his concluding remarks at the conference, Chairman of the People's Committee of Bac Ninh province Vuong Quoc Tuan said that in the near future, the Provincial People's Committee will submit to the Provincial People's Council for approval a Resolution on specific mechanisms and policies to support attracting prestigious and high-quality universities and colleges to Bac Ninh.
After the Resolution is passed, it will contribute to creating an open mechanism and having budget resources for high-quality training institutions in general, and Hanoi Medical University in particular will immediately implement the investment in building facilities in Bac Ninh.
Mr. Vuong Quoc Tuan affirmed that Bac Ninh province will provide maximum support in conditions for the Hanoi Medical University Project in the province to be implemented soon.
In particular, support for compensation, site clearance and construction of protective fences and technical infrastructure for the land according to the design.
In addition, the province will support the deployment of more roads in the campus. In the process of implementing the work, it is expected that the Ministry of Health will submit to the Government to supplement the medium -term public investment capital to accelerate the project progress.
The Chairman of the Provincial People's Committee assigned the Provincial Urban Development and Civil Project Management Board to be the investor to implement the provincial items in the Project.
The Department of Agriculture and Natural Resources, Tien Du district closely coordinates with investors to add land areas of training institutions to land use planning and land use conversion.
No later than May 26, the Department of Finance must complete the draft Submission of the Provincial People's Committee to the Standing Committee and the Provincial Party Committee Standing Committee and complete the draft Resolution of the Provincial People's Council on specific mechanisms and policies to support attracting prestigious and high-quality universities and colleges to Bac Ninh.
