The Department of Education and Training (DET) of Ho Chi Minh City has reported the current situation and proposed a plan to merge 3 Departments of Education and Training of Ho Chi Minh City, Binh Duong, Ba Ria - Vung Tau into the Department of Education and Training of Ho Chi Minh City.
According to the proposed report, after the merger, the new Ho Chi Minh City Department of Education and Training will include 3 areas: Ho Chi Minh City, Ba Ria - Vung Tau and Binh Duong, which are specialized agencies under the Ho Chi Minh City People's Committee, receiving the status quo of affiliated public service units and units under state management of education from the Department of Education and Training of Ba Ria - Vung Tau, Binh Duong Department of Education and Training.
The organizational apparatus includes directors and deputy directors appointed by competent authorities according to regulations.
Taking the organizational structure of the Ho Chi Minh City Department of Education and Training as the basis, after the merger, it will be arranged into 10 departments including: Office, Inspection - Legal Department, Department of Organization and Personnel, Department of Planning - Finance, Department of Students - Students, Department of Quality Management, Department of Preschool Education, Department of General Education, Department of Continuing Education - Vocational and Higher Education, Department of Non-public Education Management.
The new Ho Chi Minh City Department of Education and Training will have 198 public service units, including 165 high schools and junior high schools - high schools, 2 specialized high schools, 2 sports talent high schools and other units.
The staffing and number of employees of departments and public service units under the 3 regional departments will remain the same for now; a roadmap will be developed to streamline the staffing, at least 20% of civil servants and public employees receiving salaries from the state budget.
It is expected to keep facilities intact and arrange work in 3 areas to ensure timely, continuous and uninterrupted work is resolved.
According to data released by the Department of Education and Training of Ho Chi Minh City at the beginning of the 2024-2025 school year, Ho Chi Minh City currently has 1,707,220 students; Binh Duong has about 520,700 students; Ba Ria - Vung Tau has about 300,000 students at all levels.
Thus, after merging 3 provinces and cities, the new city of Ho Chi Minh City will have nearly 2.6 million students.
