Proposal for new regulations on foreign language proficiency assessment exams, Vietnamese proficiency

The Ministry of Education and Training has just published a draft Circular regulating the organization of foreign language proficiency assessment exams and Vietnamese proficiency assessment exams to collect comments.

According to the Ministry of Education and Training (MOET), the draft Circular is developed on the basis of fully integrating regulations on foreign language proficiency assessment exams and Vietnamese proficiency assessment exams, currently regulated in Circular No. 23/2017/TT-BGDDT dated September 29, 2017 of the Minister of Education and Training promulgating the Regulations on foreign language proficiency assessment exams at 6 levels for Vietnam, amended and supplemented in Circular No. 24/2021/TT-BGDDT dated September 8, 2021 and Circular No. 27/2021/TT-BGDDT dated October 7, 2021 promulgating the Regulations on Vietnamese proficiency assessment exams according to the Vietnamese proficiency framework for foreigners.

This integration contributes to facilitating the process of organizing the exam for units, while minimizing the number of legal documents that need to be issued.

The content of the draft Circular emphasizes the comprehensive responsibility of units in organizing the exam, at the same time, requires units to develop and implement solutions to ensure safety, objectivity, fairness, seriousness, and clearly assign the responsibility of each participating department. The work of exam security is strictly regulated in all stages before, during and after the exam.

Inheriting the stable contents, processes and regulations, promoting effectiveness in practice, the draft Circular also strengthens the application of information technology in the entire exam organization process to reduce costs, improve efficiency and overcome existing limitations and shortcomings.

The draft Circular supplements regulations and procedures for building and managing question-and-answer banks to improve the effectiveness and efficiency of state management in organizing capacity assessment exams. At the same time, it will enhance digital transformation, apply information technology in supporting candidates and people; provide candidate images during the competition, making it more convenient for units to verify certificates and ensure the authenticity of exam results.

Notably, the draft Circular allows affiliated units to expand the scale of exam organization, including being able to organize exams abroad, in line with the current trend of international integration. At the same time, encourage and support Vietnamese educational institutions to establish branches, open representative offices or implement educational programs abroad; promote cooperation, expand teaching of Vietnamese, spread Vietnamese cultural and traditional values, especially in the overseas Vietnamese community.

This regulation also creates conditions for Vietnamese educational institutions to organize Vietnamese language proficiency assessment exams abroad, meeting the needs of learning and integrating globally.
