The education sector is facing an unprecedented opportunity

At the event, Party Central Committee member and Minister of Education and Training Nguyen Kim Son affirmed that this year's opening ceremony was held in the special attention of the Party and the entire people for education and training: The Politburo has just issued Resolution 71 on breakthroughs in the development of education and training; the National Assembly has a Resolution on the implementation of universal preschool education for children from 3 to 5 years old; Preschool and General Education students are exempted and supported with tuition fees; 248 boarding schools in border communes are built; Many subjects are supported with lunch; General schools organize two teaching sessions during the day; Many new breakthrough policies for the development of the teaching staff are legalized by the Law on Teachers;... along with many other new policies.
Notably, Resolution 71 on breakthroughs in education and training development has just been issued by the Politburo right before the opening ceremony of the new school year, setting a big goal, by 2045: Vietnam has a modern, fair and quality national education system, in the top 20 countries in the world. This is a special opportunity, unprecedented for the education sector, a great mission, responsibility and honor for the sector.
Minister Nguyen Kim Son affirmed that Resolution 71 demonstrates a broad vision, high action and practicality, and at the same time pledged the Ministry and the entire sector to promote the fine tradition of a thousand years and 80 years of achievements, to bring all the intelligence, determination, creativity, enthusiasm and the noble qualities of the profession to excellently fulfill the responsibility before the country's rivers and mountains, and start implementing Resolution 71 of the Politburo right from the first days of the new school year.
Taking action to put the resolution into practice soon
To put the Resolution into practice soon, the Minister of Education and Training outlined many specific actions, in which the first step is for the entire industry to implement the practice of thoroughly grasping the Resolution, unifying awareness and action, fully being aware of new requirements, tasks, responsibilities and methods, creating new momentum, new motivation, etc.
After that, the institutions will immediately implement the guiding viewpoints of Resolution 71; submit to the National Assembly for approval 3 laws and Resolutions on special policies and mechanisms to implement Resolution 71, Resolution on the National Target Program on modernization and Improving the Quality of Education; urgently complete the assessment of the implementation of the 2018 general education program; develop a new plan for electronic textbooks and textbooks, electronic learning materials; promulgate and implement a new preschool education program; properly implement the construction of boarding schools and semi-boarding schools in border communes, consolidate classrooms; rearrange the network of colleges and vocational schools, reduce the number; improve quality, restructure the content of higher education institutions and high-level schools, deploy a smart digital management model, electronic learning platform; develop and implement a smart learning strategy to support the development of AI-based education policies and human resources in the first years of 2026, and implement strongly the implementation of AI-based education policies and human resources in the first years of 2026, and implement the implementation of AI-based education policies and human resources.

The Resolution sets many goals for the education sector at each stage. According to Mr. Binh, these goals pose challenges, but at the same time are an opportunity for the education sector to break through, overcome, and successfully implement.

* Affirming that Resolution 71 not only affects the general education but also the entire industry, Associate Professor, Dr. Nguyen Phong Dien - Deputy Director of Hanoi University of Science and Technology, said that Resolution 71 is an orientation, a basis, and guideline for the work of building a system of legal documents of education and training towards creating, rapid and sustainable development, and at the same time is a solid foundation for the Government to build and propose specific mechanisms and policies and breakthroughs in resources ( human resources, finance) in the development of education in general and higher education in particular.
The issuance of this Resolution is very timely, right at the time when the Government is directing the implementation of draft laws amending and supplementing laws on Education, Vocational Education and Higher Education.
