In the process of implementing the 2-level local government model in Gia Lai province, there have initially arisen some problems in state management of education, especially in determining the scope of responsibility and authority between the Department of Education and Training and the People's Committees at the commune level for secondment, signing labor contracts and promotion of professional titles for civil servants at public educational institutions.
To resolve the problems, Vice Chairman of Gia Lai Provincial People's Committee Lam Hai Giang agreed to assign the Department of Education and Training to preside over and coordinate with the People's Committees at the commune level to organize the recruitment of civil servants for public preschool and general education institutions in 2025.

Commune-level People's Committees, based on the number of assigned positions, build recruitment needs and send them to the Department of Education and Training for synthesis and general recruitment organization in the whole province. The Department of Education and Training coordinates with relevant parties to agree on the form, content and recruitment time according to regulations.
The reception, appointment, dismissal, transfer, secondment, and transfer of teachers and staff in educational institutions will be carried out according to the direction of the Chairman of the Provincial People's Committee on temporary guidance on a number of contents in the management of civil servants and public employees.
Regarding the transfer and secondment of education management staff and teachers between educational institutions in different communes and wards, the Provincial People's Committee assigned the Department of Home Affairs to coordinate with relevant units to propose to the Provincial People's Committee for consideration and decision.
Mr. Pham Van Nam - Director of the Department of Education and Training of Gia Lai province - said that according to the province's direction, the recruitment of civil servants will be carried out by the Department of Education and Training in coordination with localities; tasks related to transfer, appointment, dismissal, transfer, secondment... from preschool to secondary school are undertaken by the commune level.
"Currently, the Department has requested localities to register recruitment needs for each level of education to synthesize and coordinate with the Department of Home Affairs to agree on recruitment plans," said Mr. Nam.
According to the Director of the Department of Education and Training, in the 2025-2026 school year, compared to the assigned staffing quota, Gia Lai province still lacks 1,479 teachers. Of which, there is a shortage of 812 preschools, 98 primary schools, 130 secondary schools, high schools and the Center for Continuing Education - Vocational Education, lacking 439 teachers.
"This number of teachers lacking will be proposed to be included in the upcoming recruitment plan. Most of them are currently teaching under contracts at schools and educational institutions in the area," said Mr. Nam.
