Ministry of Education and Training: Apply the method of calculating teachers' quotas by region as before the arrangement
The Ministry of Education and Training has just issued Document No. 4798/BGDDT-NGCBQLGD to the People's Committees of provinces/cities directly under the Central Government on resolving a number of difficulties and problems of localities in the field of education and training when implementing local government at two levels. The Ministry recommends that localities proactively allocate the payroll of civil servants at the provincial and commune levels; review and arrange the right people in charge of education; and be able to mobilize experienced cadres and teachers to undertake this work.
The Ministry also proposed that the Provincial People's Committee decentralize or authorize the Department of Education and Training to preside over the recruitment, reception, transfer, secondment, and transfer of teachers and staff; advise the Provincial People's Committee on other educational tasks. Localities need to ensure stability of the teaching staff for the 2025-2026 school year through recruitment, labor contracts, inter-school and inter-level transfers; timely replacement of long-term leave personnel; at the same time, pay attention to arranging facilities, public housing and supporting teachers' activities when transferred.
Regarding teacher norms, the Ministry requires that after merging administrative units, educational institutions continue to apply the calculation method by region as before until new instructions are issued. The provincial People's Committee has the right to decide on the number of students/class higher or lower than the average according to regulations, based on the principal's proposal and actual conditions, to handle special cases that arise. Candidates enrolling in university increase, admission scores are expected to fluctuate
This year, nearly 850,000 candidates registered for university admission with a total of about 7.6 million wishes, each student registered nearly 9 wishes on average, much higher than the average of many previous years. Representatives of many schools believe that this year the number of candidates and admission wishes has increased, which is understandable, the reason being that there is no longer early admission. Some schools recorded a sharp increase in the number of documents such as the National Economics University (increased by 25%), Banking Academy (increased by 126%, of which 1/3 had international certificates).

At the University of Commerce, the number of wishes increased by 1.5 times compared to 2024 and there were more than 30,000 candidates possessing foreign language certificates, the admission score was expected to be higher than the initial estimate, although the school had previously predicted that it could decrease by 1-2 points. Many schools believe that this year's benchmark scores will be more widespread due to the large number of applications and many candidates having international language certificates.
According to the plan, from August 17 to 20, the Ministry of Education and Training will conduct a virtual filter 6 times to give the only admission results for each candidate. Schools can announce admission scores from 5:00 p.m. on August 20 and no later than 5:00 p.m. on August 22. Many hot majors in the press - media field at the Academy of Journalism and Communication are expected to maintain high benchmark scores, especially when the number of applications with English certificates increases sharply.
