The Ministry of Education and Training clarifies regulations for business households teaching extra classes and practicing foreign languages according to Circular 29
The Ministry of Education and Training (MOET) answered Ms. Nguyen Lan's (Thanh Hoa) question about whether business households teaching and practicing foreign languages must comply with Circular 29 or not. Ms. Lan said that the school has registered for the 8559 profession, fully fulfilled its tax obligations, ensured facilities, fire prevention and fighting, a team of qualified teachers and publicized teaching information, tuition fees, and school schedules according to regulations.

Ms. Lan's teaching activities at the facility comply with the principle of not teaching students by teachers at school, not teaching according to textbooks or the 2018 General Education Program, but only focusing on preparing for the Cambridge, IOE, basic language and grammar exams and communicating English for preschool and primary school students. On that basis, Ms. Lan questioned whether this model was allowed to be organized or not.
The Ministry of Education and Training affirmed that according to Clause 1, Article 2 of Circular 29/2024/TT-BGDDT, extra teaching and learning only apply to subjects in the General Education and Continuing Education Program issued by the Ministry. College apologizes for the "foreign university degree" incident that is invalid in Vietnam
The London College of Design and Fashion (LCDF - Hanoi) admitted its shortcomings and apologized after many former students reported that their bachelor's degrees awarded by Liverpool John Moores University (UK) were not recognized in Vietnam. These students study at LCDF in college and then transfer to the online program introduced by the school.

LCDF said it has not promptly updated and fully informed about regulations on recognizing degrees in Vietnam, although partner universities are considered prestigious and their degrees are recognized in many countries. The school has apologized to the students, and coordinated with the British Embassy and relevant agencies to find a way to handle it, committing to reviewing the entire legal process to ensure the rights of students.
The Ministry of Education and Training confirmed that the degrees granted by Liverpool John Moores University to the above students were not eligible for recognition according to current regulations, and assessed that the case showed signs of not complying with regulations on international training linkages. Ha Tinh teachers are concerned about being required to have English and IT certificates when promoted
A junior high school teacher in Ha Tinh reflected that the school's implementation of collecting civil servant promotion documents with the principal's instructions showed that teachers still have to submit foreign language and IT certificates. This makes many teachers worried, because since 2023, Circular 08/2023/TT-BGDDT no longer requires these certificates in the promotion review dossier.
According to the teacher's reflection, unclear instructions have forced many people to find ways to supplement English and IT certificates, causing unnecessary costs and pressure.
