The Ministry of Education and Training recommends that the Departments of Education and Training continue to effectively implement the General Education Program, increase teaching at 2 sessions/day, develop a network of schools, invest in building boarding schools in border communes, and arrange teachers appropriately. Commune-level localities need to have solutions to support state management of education in the context of administrative merger and implementation of the two-level government model.

The Ministry of Education and Training requires innovation in teaching methods, testing and evaluation in the direction of developing students' abilities and qualities; promoting STEM/STEAM education, applying AI, career orientation and post-mschool and high school orientation. At the same time, improve English quality, promote digital transformation and strengthen school governance.

The Ministry of Education and Training guides teaching and learning in 2 sessions/day, overcomes illegal extra teaching
The Ministry of Education and Training issued Official Letter No. 4567/BGDDT-GDPT to guide the organization of teaching and learning in 2 sessions/day according to the direction of the Prime Minister and specify Resolution 29 on fundamental innovation of education. This document replaces the old document from 2010, with the goal of improving the quality of comprehensive education, reducing the situation of additional teaching and learning in violation of regulations, and increasing the effective use of facilities and teaching staff.

The Ministry clearly defines teaching 2 sessions/day as follows: Session 1 is the time to study the main curriculum, while session 2 is for supplementary activities such as capacity development, tutoring or student development. The Ministry of Education and Training requires schools to organize flexibly, not fixed in the morning and afternoon, ensuring no overload, in accordance with the actual conditions of each school and locality. Socialization needs to be public, transparent, and not forced.
Schools must survey students' second session learning needs before the school year begins, publicize their plans and timetables, and ensure safe and nutritious food and lunch.
