The Ministry of Education and Training plans to have more positions for preschool English teachers nationwide with a total of 12,000 people.
This is to implement the Project "Making English the second language in schools in the period of 2025-2035, with a vision to 2045" recently issued by the Government.

Hanoi teachers send recommendations to the Director of the Department of Education and Training on additional income expenditure
More than 9,000 cadres and teachers in Hanoi have sent a petition to the Director of the Hanoi Department of Education and Training (DET), requesting a review of Resolution 46/2024/NQ-HDND of the city. According to this resolution, only cadres, civil servants and public employees at public service units with regular expenditure guarantees are entitled to additional income, while the teaching staff who are also civil servants and have 100% of regular expenditure guaranteed by the budget are not eligible.

Teachers said that this regulation is unfair, creating inequality in the same civil service system of the capital, affecting the spirit and working motivation of teachers. The teacher's petition clearly stated that Resolution 71-NQ/TW, affirming that education is the top national policy and the State must ensure fairness in education, but the scope of benefits in Resolution 46 does not fully reflect that spirit.
Sharing with Lao Dong, Mr. Nguyen Van Duong - Phu Xuyen A High School, Phu Xuyen District, Hanoi - said that since the national tuition exemption was applied, public schools no longer have other sources of income than the budget, so excluding teachers from the additional income policy is unreasonable. The story behind the case of "preschool teachers being asked to pay for overtime"
In October 2025, Lao Dong Newspaper received a text message from teachers of An Binh Kindergarten (Dong Cuong Commune, Lao Cai) reflecting that they were forced to transfer overtime pay to the school through the cashier's personal account. For nearly 3 years, each teacher had to return about 30 million VND. The reporter collected evidence including statements, messages and internal instructions, proving that the money recovery was real.
After the press intervened, and Doan Thi Le Xuan (born in 1984, Principal of An Binh Kindergarten) denied the violation but held an urgent meeting, instructing teachers to "not to tell the truth", and finding a way to legalize documents by signing the statement boards. Some teachers recorded, recorded evidence, and provided it to reporters and the investigation agency.

Lao Dong Newspaper published an article reflecting on October 24, causing Lao Cai authorities to quickly take action. Four days later, Lao Cai Provincial Police initiated a case and temporarily detained Principal Doan Thi Le Xuan and Accountant Nguyen Ngoc Ha for the crime of "Abusing position and power while performing official duties". The investigation agency determined that these two individuals had prepared fake documents and spent money in violation of regulations, causing a budget loss of more than 580 million VND.
