Parents line up to submit applications for 10th grade: Request to pay registration fees, consider fining the school

The Hanoi Department of Education and Training (GDĐT) requested Phan Boi Chau High School to immediately stop receiving applications directly and refund all registration fees collected from parents. The decision was made after the situation of hundreds of parents queuing to submit 10th grade enrollment applications appeared, although according to the Department's instructions, schools must register online.

Through inspection, the Hanoi Department of Education and Training determined that the school's organization of receiving applications directly and collecting fees was not in accordance with regulations. The school was required to conduct self-criticism, draw experience, implement online enrollment in the correct form and report the results of rectification. The working group also proposed considering administrative sanctions, and at the same time continue to supervise to ensure publicity and transparency.

In the 2026-2027 school year, the school plans to enroll 432 10th grade students in the form of transcript review, separate survey and city common exam scores. The principal said that parents queuing is due to crowd psychology, the school does not support and has stopped receiving applications directly. Abolish secondary school diplomas, assign principals to issue high school diplomas

The Ministry of Education and Training issued Circular 10/2026/TT-BGDDT on the Regulation on diplomas and certificates of the national education system, effective from April 15, 2026, replacing all previous regulations. A noteworthy new point is that it does not issue a secondary school graduation certificate but confirms the completion of the program in the transcript; assigns the principal to issue a high school graduation certificate; supplements vocational secondary school diplomas and forms of diplomas and digital certificates; and expands adjustments to the field of vocational education.

Regulations promote digital transformation with the construction of a national common database of diplomas and certificates, allowing for searching and verifying information with legal value equivalent to a copy of the original book, including through the VNeID application. The deadline for issuing paper high school diplomas is shortened from 75 days to 30 days, while digital diplomas are 5 days; procedures are simplified, prioritizing processing in the electronic environment.

The Circular also strongly decentralizes to localities, removes the regulation that the Ministry prints diploma blanks, increases autonomy for educational institutions and supplements regulations assigning deputy heads to sign diplomas to reduce overload. Outstanding issues related to secondary school diplomas are assigned to the Department of Education and Training to handle, and commune-level People's Committees must hand over original books and related documents before May 31, 2026.
