Ho Chi Minh City teachers receive additional income, Hanoi teachers are still waiting
Ho Chi Minh City is currently a leading locality in implementing the policy of paying additional income to cadres, civil servants, and public employees, including teachers. According to Resolution 27/2025/NQ-HDND, the maximum expenditure is up to 1.8 times the salary, rank, and position, helping teachers' income increase significantly - from about 8.8 million to 28.5 million VND/month depending on the rank and salary level.
This policy has been implemented since July 1, 2025, spent quarterly and contributed significantly to stabilizing life, attracting and retaining high-quality human resources for the education sector.

Meanwhile, in Hanoi, more than 9,000 public teachers have not yet enjoyed the additional income policy, even though they are all civil servants receiving salaries from the budget. According to Resolution 46 of the Hanoi People's Council, only public service units with full regular expenditures guaranteed by the budget are entitled to receive, but teachers are not in this category. Many teachers expressed their unfairness and discouragement, when living expenses increased while their income did not improve. See more...

Ms. Nguyen Thi Thanh Tam, a preschool teacher in Dong Anh commune (Hanoi) - shared that child care is very hard work, although income has increased, it is still not commensurate. enjoying a special coefficient helps her and her colleagues reduce their financial burden, and have more motivation to stick with the job.
Teachers such as Ms. Dao Minh Tam and Ms. Pham Thu Trang all believe that adjusting special salaries will help teachers feel secure in their work, improve teaching quality and attract young people to the industry.
