The Ministry of Education and Training is seeking opinions on the draft Circular regulating career guidance and traffic flow in education.
According to the Ministry of Education and Training (MOET), the draft Circular was developed to specify the provisions of the Law amending a number of articles of the Law on Education, the Law on Vocational Education (amended), along with the requirements in Resolution No. 71-NQ/TW of the Politburo on breakthroughs in the development of education and training, Directive No. 29-CT/TW of the Politburo on promoting student orientation in general education.

Districtling student flows based on human resource needs of each region
The draft Circular clearly defines the content of career guidance including: Providing career information; supporting students in self-awareness; developing vocational skills; organizing career experiences; applying technology, digital transformation in career guidance. The implementation is organized through subjects, educational activities, in-person and online consultation, in coordination with vocational education institutions, higher education and businesses.
In addition, the draft proposes an orientation for students after junior high school and high school based on the human resource needs of each region and the ability to meet the needs of the education system. Students are supported through feedback consultation, providing information on learning - employment options, connecting with vocational training institutions, and enhancing communication to raise awareness of feedback.
Ensuring the right to career orientation and learning path choice for students
Regarding the conditions for ensuring and the responsibility for organizing implementation, the draft Circular stipulates the implementation team; minimum facilities and equipment; documents, learning materials; funding. The draft also clearly stipulates the responsibilities of the Ministry of Education and Training, provincial People's Committees, departments of Education and Training, general education institutions, teacher training institutions, vocational training institutions, enterprises and related organizations and individuals.
In particular, regarding the team, the draft Circular stipulates that people working in career counseling and traffic flow must meet the standards of quality, capacity and consulting skills according to the regulations of the Ministry of Education and Training; have core competencies in career counseling, organizing educational activities, evaluating and supporting students, applying digital technology, coordinating with families and society; and be regularly trained to improve their ability to perform tasks.
Regarding facilities, the draft Circular stipulates that educational institutions arrange career counseling rooms or spaces to ensure access to information, exchange and support students; equip students with adequate documents and necessary equipment according to the requirements of performing career counseling and traffic flow tasks.
The issuance of the draft Circular creates a complete, unified and updated legal framework to help localities implement career guidance and traffic flow work in conjunction with economic and social realities, human resource needs, ensuring the right to career orientation and choosing a learning path for students.
