Ms. Tran Thi Huyen - Acting Director of the Department of Education and Training of Can Tho City - informed that currently, 40/103 communes and wards lack pedagogical staff in charge of education. Meanwhile, there are places that arrange people with technical expertise, land administration, resources, and veterinary medicine to take charge of education. The lack of specialized education staff at the commune level will affect the rights of teachers related to the transfer, recruitment, and promotion of teachers.
According to the Department of Education and Training of Can Tho City, after merging with the old Hau Giang and Soc Trang, the city's education sector has more than 38,000 positions, with 1,252 schools from kindergarten and above. Recently, the Department has worked with the City People's Committee and relevant departments and branches on the issue of shortage of teachers, contract teachers and funding for teachers but has not yet reached a conclusion.
Notably, there is a shortage of teachers today, but the mechanism and funding for paying salaries for contract teachers also face some problems. Although it is said to use the school's operating resources to pay, in reality, the operating budget of schools is very limited. If the school only lacks 1-2 teachers, it can still be supported. However, in the case of a large shortage of 20 teachers, the school will not be able to pay.
Also due to lack of funding, 41 schools in the old Soc Trang province in the 2024-2025 school year owed teachers nearly 30 billion VND. Of which, some schools owe teachers more than 2 billion VND.
"If we do not resolve the issue of assigning the seams and the contract mechanism, it will continue to be like that next year, this number will not stop here, it will be even bigger" - Ms. Huyen said.
At the regular meeting of the People's Committee of Can Tho City in September on the afternoon of October 14, the Chairman of Can Tho City said that due to concerns of the Department of Education and Training about the payroll, the leaders of the People's Committee of the City had a working session with the unit.
