Collecting money is the responsibility of the financial accountant.
According to Joint Circular No. 14-LB/TT of the Ministry of Education and Training and the Ministry of Finance, the responsibility for collecting fees at schools is stipulated as follows:
"Based on the province's decision, schools directly collect fees through the school's financial accounting system (in case there is no financial accounting staff, the principal will assign a separate department to organize the collection).
The principal is responsible for managing and using according to current regulations and with the coordination and supervision of the parents' association and the people's inspection organization.
Thus, the responsibility for collecting money in the school belongs to the financial accounting department, not the homeroom teachers.
Responsibilities of the homeroom teacher
First of all, homeroom teachers need to perform the duties for teachers as prescribed in the Charter of primary schools, Charter of junior high schools, high schools and multi-level general schools; Regulations on organization and operation of ethnic boarding schools, semi-boarding schools, specialized schools and university preparatory schools.
In addition, Article 4 of the Regulations on working regime for general education teachers issued with Circular 28/2009/TT-BGDDT, homeroom teachers also have the following duties:
1. Understand and master all aspects of students in the class to have measures to organize education close to the subject to promote the progress of each student and the whole class;
2. Closely coordinate with students' families, proactively coordinate with subject teachers, Ho Chi Minh Communist Youth Union, Ho Chi Minh Young Pioneers, other relevant unions and social organizations in teaching and educating students in the class they are in charge of;
3. Comments, evaluate and classify students at the end of the semester and the end of the school year, propose rewards and discipline for students, propose lists of students to be promoted to the next grade, lists of students to be re-tested, to have additional training in conduct during the summer vacation, to be held back in the same grade, complete the recording in the student's grade book and report card;
4. Participate in guiding collective activities, educational activities and student training organized by the school;
5. Regularly or suddenly report on the class situation to the Principal.
Thus, with current regulations, homeroom teachers do not have the responsibility to collect money from parents and students.
