Previously, voters in Thua Thien Hue reported that the railway running through Thua Thien Hue province currently has many intersections with residential areas, a very large traffic volume, and a high risk of accidents.
To ensure railway traffic safety and facilitate socio-economic development, voters recommend:
Early investment in the construction of residential access roads at dangerous locations for railway traffic in Thua Thien Hue province to complete the elimination of self-opened paths before 2025 according to Decision No. 358/QD-TTg dated March 10, 2020 of the Prime Minister on Approval of the Project to ensure order in traffic safety corridors and completely handle self-opened paths across railways.
Through field surveys, the People's Committee of Huong Thuy town has proposed to study the expansion of the railway cross-culvert aperture at Km695+340; KM699+812; Km706+630 to ensure rapid drainage during the rainy season to reduce flooding for people living in low-lying areas in Thuy Phuong ward, Phu Bai ward and Thuy Phu commune.
At the same time, it is proposed to invest in some intersections at Km696+160 (Ton That Son Street) and Km697+175 (Ngo The Vinh Street) of Huong Thuy town to ensure synchronous infrastructure, create favorable travel conditions for people and promote local socio-economic development.
Responding to this issue, the Ministry of Transport said that regarding the investment in the construction of residential access roads at dangerous locations in Thua Thien Hue province, according to the content of the project to ensure order in traffic safety corridors and completely handle self-opened paths across railways approved by the Prime Minister in Decision No. 358/QD-TTg dated March 10, 2020, Thua Thien Hue province is planned to build about 25km of access roads along the railway to eliminate self-opened paths to ensure road and railway traffic safety.
According to the provisions of Section IV, Section V, Clause 2, Article 1 of Decision No. 358/QD-TTg, the People's Committee of Thua Thien Hue province is the competent authority to organize the investment in the construction of the local collector road system. It is recommended that the People's Committee of Thua Thien Hue province promptly implement the proposal of voters.
Regarding the study on expanding the railway cross-culvert aperture at Km695+340, Km699+812, Km706+630 of the Hanoi - Ho Chi Minh City railway line, the Ministry of Transport said:
To thoroughly handle and overcome the flooding phenomenon in Thuy Phuong and Phu Bai wards and Thuy Phu commune, Huong Thuy town, the Ministry of Transport recommends that localities need to organize a comprehensive study on drainage design solutions for the entire area; on that basis, calculate the drainage aperture of the horizontal culvert to deploy appropriate investment and construction.
Based on the results of the overall study on drainage design solutions for the local Huong Thuy town area, the Ministry of Transport will direct the Vietnam Railway Authority, Vietnam Railway Corporation and relevant agencies to coordinate with local authorities to invest in expanding drainage culverts; continue to strengthen the work of dredging ditches and cleaning to ensure rainwater drainage in the area.
Regarding the proposal to invest in the intersection at Km696+160 (Ton That Son Street) and Km697+175 (Ngo The Vinh Street) in Huong Thuy town: In order to serve the local economic and social development and ensure road and railway traffic safety, the research on investment and upgrading of the above intersections is appropriate.
To implement, it is recommended that localities develop plans and allocate funds to renovate and upgrade level crossings according to the provisions of Article 37 of Circular No. 29/TT-BGTVT of the Minister of Transport regulating level crossings and granting construction permits for essential works within the land area reserved for railways. During the implementation process, the Ministry of Transport will direct the Vietnam Railway Authority and Vietnam Railway Corporation to coordinate with local authorities to implement.
