The Southern axis road project of Ha Tay province (old) is 41.5km long, starting at the intersection of Phuc La - Van Phu road (Kien Hung, Ha Dong), ending at the intersection of National Highway 1A - the section below Gie bridge (Chau Can, Phu Xuyen).
The route is designed to be 40m wide with 6 lanes, running through Ha Dong, Thanh Oai, Ung Hoa and Phu Xuyen districts.
The project is divided into two phases with a total investment of more than 6,000 billion VND. The investment capital is matched by land use fees of 3 projects: Thanh Ha A Urban Area (195.5ha), Thanh Ha B Urban Area (193.22ha), My Hung Urban Area (182ha).
Traffic Construction Corporation 5 is the investor, Cienco 5 Real Estate Development Joint Stock Company is the project enterprise.
In 2008, the project was implemented and was scheduled to be completed in 2014. However, the completion date of the route was not as originally planned.
In fact, the 19.9km phase 1 of the project will not be open to traffic until the end of 2018. The 21.6km phase 2 is currently undergoing site clearance.
According to the Hanoi Department of Transport, the southern axis road project of Ha Tay province (old) under the BT contract form was signed in 2008.
After more than 16 years with many adjustments, the project is still not completed.
According to contract appendix No. 07 dated June 6, 2024, the Investment Project contract expired on June 30.
Therefore, the Department of Transport proposed that the Hanoi People's Committee assign the Department of Transport to continue signing the contract appendix to extend the project implementation period while the adjusted Feasibility Study Report has not been approved.
This is to ensure the legal continuity of the contract as well as to carry out site clearance and subsequent work items, ensuring regulations on construction investment management.
This agency also requested the Hanoi People's Committee to direct the People's Committees of Phu Xuyen and Ung Hoa districts to focus on resolving site clearance problems and handing over the site to investors and project enterprises in the third quarter of 2024.
According to the Hanoi Department of Transport, the project has so far extended the contract implementation period 7 times. However, this is only temporary and cannot resolve all the existing issues and problems.
This agency believes that it is necessary to urgently complete the approval of the adjustment of the Investment Project to ensure full legality as well as to resolve all remaining issues with the Investment Project.
At the same time, it is necessary to continue to temporarily extend the project implementation period and contract implementation period. The extension should only last until the end of June 2025 and the official implementation period will be updated when the Investment Project adjustment is approved.
