The Government issued Decree No. 94/2026/ND-CP regulating training and testing activities for drivers. Among them, noteworthy are regulations on standards and procedures for issuing certificates for driving practice teachers.
Article 10 of the Decree stipulates that theoretical teachers meet the following standards:
Having an intermediate diploma or higher in one of the majors of law, automotive technology, automotive engineering technology, automotive assembly or other occupations with training content in law or automotive majors accounting for 30% or more;
Having one of the following diplomas and certificates on pedagogical professional qualifications: Bachelor's degree in teacher training or higher; Diploma from pedagogical college, technical pedagogical college.
Pedagogical certificate for vocational training at the elementary vocational level; Pedagogical professional certificate for teaching at the elementary level; Pedagogical fostering certificate level 1 or higher.
Driving practice teachers meet the following standards:
Diploma of professional secondary school or vocational secondary school or diploma or higher; Having a driver's license of the corresponding class or higher than the training vehicle class;
Having one of the following diplomas or certificates of pedagogical professional qualifications:
Bachelor's degree in teacher training or higher; Diploma from pedagogical college, pedagogical technical college.
Pedagogical certificate of vocational training teaching elementary vocational level; Pedagogical professional certificate teaching elementary level; Pedagogical fostering certificate level 1 or higher;
Having been trained in professional driving practice according to the framework program specified in Appendix II attached to this Decree.
Regarding the implementation order, professional training for driving practice teachers, individuals who need to be certified as driving practice teachers for the first time register with a driving training institution.
Driving training institutions organize training according to the training program on professional skills of driving practice teachers as prescribed in Appendix II attached to this Decree and ensure standards and dossier components for training participants as prescribed in Clause 2, Article 10 and Clause 1 mentioned above;
Inspect and evaluate the issuance of certificates for teachers teaching driving practice.
In case individuals do not achieve the test results, the competent authority issuing the certificate of driving practice teacher must post the results on the Provincial and Commune-level Administrative Procedure Resolution Information System.
The results of administrative procedure settlement are returned in electronic copies with the same value as paper copies in one of the following forms: via VNeiD, National Public Service Portal, Provincial and Commune level administrative procedure settlement information system; in case an individual needs to receive a paper copy, it will be issued additionally.
This Decree takes effect from July 1, 2026; repealing Decree No. 160/2024/ND-CP dated December 18, 2024 of the Government regulating training and testing of drivers.
