Starting construction of the 100km expressway section through Kien Giang

The Ministry of Transport has just responded to voters about the 100km section of the expressway through Kien Giang province starting construction before 2030.

Voters in Kien Giang province recommended that the Ministry of Transport soon submit an investment policy for the Ha Tien - Rach Gia - Bac Lieu expressway and prioritize investment in the Ha Tien - Rach Gia section before 2030.

Voters also proposed investment in inter-regional connectivity according to the plan until 2030 such as: National Highway 80C, National Highway N2, upgrading National Highway N1, National Highway 63, connecting Kien Giang province with provinces in the region, such as An Giang, Dong Thap, Ca Mau, Bac Lieu.

Responding to these issues, the Ministry of Transport said:

On investment in the Ha Tien - Rach Gia - Bac Lieu expressway

According to the Road Network Planning for the period 2021 - 2030, with a vision to 2050, the Ha Tien - Rach Gia - Bac Lieu expressway has a starting point at Ha Tien border gate (Kien Giang province) passing through Rach Gia city and an ending point in Bac Lieu city with a scale of a 4-lane expressway.

Implement before 2030 for the Ha Tien - Rach Gia section (about 100km long) and after 2030 for the Rach Gia - Bac Lieu section (about 112km long).

Implementing the plan, the Ministry of Transport has assigned the My Thuan Project Management Board to organize the preparation of a pre-feasibility study report for the Ha Tien - Rach Gia - Bac Lieu expressway investment project.

In parallel with reporting to competent authorities to allocate capital for project preparation, the Ministry of Transport has directed the My Thuan Project Management Board to proactively organize research, and has so far basically completed the initial report of the project pre-feasibility study report.

The My Thuan Project Management Board has reported the research results and received comments from the People's Committees of the provinces where the route passes through (Kien Giang, Hau Giang, Soc Trang, Bac Lieu), in which the People's Committee of Kien Giang province gave its opinion in Notice No. 365/TB-VP dated April 24, 2024.

Immediately after being allocated capital to prepare for the project, the Ministry of Transport will direct the My Thuan Project Management Board to organize consultation selection to complete the pre-feasibility study report and submit it for appraisal and approval.

Request the People's Committee of Kien Giang province to coordinate with the Ministry of Transport in the process of reporting to competent authorities for consideration and capital allocation to be able to implement project investment in the period of 2026 - 2030 for the Ha Tien - Rach Gia section in accordance with the planning approved by the Prime Minister.

Regarding inter-regional investment connecting National Highways: 80C, N1, N2, and 63

According to the Road Network Planning for the period 2021 - 2030, with a vision to 2050, National Highway N1 and National Highway 63 are in the group of main national highways, planned to meet the standards of a level III - IV road, with a scale of 2 - 4 lanes; National Highway 80C and National Highway N2 are in the group of secondary national highways, planned to meet the standards with a level III - IV road, with a scale of 2 - 4 lanes.

The Ministry of Transport agrees with the proposal of Kien Giang voters on the need to promptly study investment in upgrading and expanding regional connecting national highways (National Highway 80C, National Highway N2, National Highway N1, National Highway 63), connecting Kien Giang province with provinces in the region, such as: An Giang, Dong Thap, Ca Mau, Bac Lieu.

However, currently, capital in the medium-term public investment plan 2021 - 2025 has been allocated to projects under implementation, so it is not possible to balance to invest in upgrading and expanding the above national highways.

At the same time, in the period of 2026 - 2030, the Ministry of Transport plans to focus resources on investing in the construction of strategic projects according to the 10-year Socio-Economic Development Strategy such as the goal of 5,000km high-speed road, construction of the North - South high-speed railway, Lao Cai - Hanoi - Hai Phong railway...

Recently, based on the results of the working session of the Minister of Transport with the leaders of Kien Giang province, the Ministry of Transport has directed the Vietnam Road Administration to prioritize the allocation of capital from career funds to carry out road renovation, repair, embankment, construction of drainage systems... some sections of national highways in Kien Giang province.

According to the provisions of the Road Law and Decree No. 165/2024/ND-CP of the Government, the above national highways will be transferred to local management, investment, construction and exploitation. Therefore, based on the recommendation of the People's Committee of Kien Giang province and the direction of Deputy Prime Minister Le Thanh Long, the Ministry of Transport has issued a document requesting the People's Committee of Kien Giang province to direct the Department of Transport to coordinate with agencies under the Ministry of Transport (Department of Transport Infrastructure and the Vietnam Road Administration) to carry out the work of handing over - receiving and proactively researching and mobilizing resources to soon invest in upgrading and expanding the above national highways.
