The People's Committee of Bac Ninh province has just issued an official dispatch on directing and urging the progress of social housing projects in the province.
Accordingly, to ensure the completion of the target of 10,686 social housing units in 2025 and 6,000 units in 2026 assigned by the Prime Minister, Chairman of the People's Committee of Bac Ninh province Vuong Quoc Tuan has given specific instructions to departments, branches, localities and investors of social housing projects.
Notably, the document also stated the direction of the Chairman of the People's Committee of Bac Ninh province for 3 urban area projects with 20% land fund for social housing construction that are still within the implementation period.
These are the Thuan Thanh III Industrial Park Service Urban Area Project - Sub-area B; Hong Hac - Xuan Lam Service Urban Area Project; VSIP Bac Ninh Service Urban Area Project.
For these projects, the Chairman of the People's Committee of Bac Ninh province assigned the Department of Construction to preside over and coordinate with the People's Committees of relevant localities to urge investors to urgently review and arrange resources, and start construction of social housing before August 30, 2025.
Investors should proactively and urgently implement to ensure the completion of the target of 10,686 social housing units in 2025 and 6,000 units in 2026 in accordance with the direction of the Prime Minister.
According to the reporter's research, the Housing Law 2023 and Decree 100/2024 have allowed three forms of social housing obligations, including arranging land funds in projects, arranging land funds in other areas, or paying money. The selection of specific options is decided by the Provincial People's Committee.
Currently, there are no longer regulations on the scale of commercial housing projects that must allocate residential land for social housing development.
Also according to the reporter's investigation, the Hong Hac - Xuan Lam service urban area project is invested by the Industrial and Trade Bank Trade Union Investment Joint Stock Company - a member of Phu My Hung Group.
This project started on April 13, with an area of nearly 198 hectares, located in Ngu Thai, Song Lieu communes and Xuan Lam ward, Thuan Thanh town; total investment of more than VND 27,000 billion; expected population of 28,000 people.
The VSIP Bac Ninh service urban area project was granted an investment certificate in 2011, the investor is VSIP Bac Ninh Company Limited. The Bac Ninh Provincial Inspectorate has pointed out many violations in this project.
Bac Ninh is the leading locality in the country in social housing development - according to the assessment of the Ministry of Construction.
To date, Bac Ninh province has implemented 54 social housing projects for low-income people, housing for industrial park workers, with a total land area of about 173 hectares. Of which, 16 social housing projects have been completed with more than 18,000 apartments.
