Can Tho City People's Committee has just developed a plan to reorganize the organizational structure within administrative agencies, public service units and the state-owned enterprise system in the area.
Can Tho City currently has 20 state-owned enterprises. Of which, 6 enterprises are 100% state-owned with charter capital (Can Tho Lottery State-owned One Member Co., Ltd., Hau Giang Lottery One Member Co., Ltd., Soc Trang Lottery One Member Co Do Agricultural One Member Co., Ltd., Song Hau Agricultural One Member Co., Ltd., Soc Trang Forestry One Member Co., Ltd.).
There are 14 state-owned enterprises (Hau Giang High-Tech Agricultural Joint Stock Company, Can Tho Urban Area, Soc Trang Urban Area, Hau Giang Bus Station, Hau Giang Spring Agriculture, Hau Giang Inspectorate, Hau Giang Natural Resources and Environment, Hau Giang Lotus, Hau Giang Architecture and Construction Investment Planning, Hau Giang Rural Water Supply and Environmental Sanitation, Can Tho 2 Water Supply, Can Tho Drainage Supply, Soc Trang Water Supply, Hau Giang Urban Drainage Supply - Construction).
According to the arrangement plan, state-owned enterprises will operate according to the principle of focusing on key, essential industries, important areas and areas in which private enterprises have not invested.
Accordingly, the model of an LLC with 100% state capital (including Co Do Agricultural One Member Co., Ltd., Song Hau Agricultural One Member Co., Ltd., Soc Trang Forestry One Member Co., Ltd.) is maintained due to the characteristics of land management, forest planting and contracting in assigned areas. Maintaining the current model is assessed to be in accordance with regulations and practice.
Notably, the City People's Committee proposed to merge 3 Lottery Companies to form a large-scale enterprise, increase operational efficiency and streamline management units. After the merger, the enterprise will continue to issue tickets for 3 days as at present to ensure stable revenue and maintain the XSKT Can Tho, Soc Trang and Hau Giang brands with each issuance day. The consolidated enterprise is expected to have a charter capital of more than VND 1,600 billion, organized according to the model of a Board of Members and a Board of Directors, headquartered in Can Tho and with branches in Soc Trang and Hau Giang.
Regarding divestment, most enterprises have completed the plan approved by the Prime Minister in Decision 1479/QD-TTg. However, there are still 2 companies that have not successfully divested capital due to ineffective operations. Enterprises such as Hau Giang High-Tech Agriculture, Can Tho Urban Area and Soc Trang Urban Area Project that are not subject to State capital holding are also included in the appropriate divestment roadmap.
A group of enterprises proposed to keep the state capital ratio is 5 water supply companies, including water supply enterprises in Can Tho, Hau Giang and Soc Trang. The City People's Committee emphasizes that clean water is an essential product associated with health, life and social security. Therefore, the State needs to continue to play a controlling role to ensure safe, continuous water supply and improve service quality. Experience from many Asian and European countries shows that the water supply sector is always under the control of the State to ensure social security.
Some enterprises such as Hau Giang Bus Station and Hau Giang Spring Agriculture, although not subject to State capital holding, are still proposed to maintain capital ratio due to good production and business activities. Hau Giang Inspection Company is on the list of State-owned enterprises holding over 50% of charter capital according to Decision 17/2024/QD-TTg, so it will continue to maintain the current capital ratio.
In the arrangement plan, the City People's Committee also proposed to dissolve 3 ineffective enterprises including Hau Giang Natural Resources and Environment Joint Stock Company, Hau Giang Lotus Joint Stock Company and Hau Giang Architecture Planning and Construction Investment Joint Stock Company.
