Promoting administrative procedure reform
According to the report of the Ministry of Finance on the results of one year of implementing Resolution 68-NQ/TW, the work of cutting and simplifying administrative procedures and business conditions has been focused on by ministries, branches, and localities according to the Government's resolutions.
In 2025, the Prime Minister issued 15 decisions approving plans to cut administrative procedures and business conditions under the management scope of 14 ministries.
Accordingly, it is expected to abolish and simplify 3,085 out of a total of 4,888 administrative procedures related to production and business activities, equivalent to 63.1%; cut 2,371 out of a total of 6,974 business conditions, equivalent to 33.9%.
The implementation of these plans is expected to help reduce about 29,308 days of administrative procedure resolution time and save about 48,600 billion VND in compliance costs each year for people and businesses.
In addition, the Government has issued Resolution No. 66.7/2025/NQ-CP stipulating the reduction and simplification of administrative procedures based on data, replacing or reducing the components of dossiers of 794 administrative procedures through data exploitation from national databases and specialized databases.
As of April 15, 2026, ministries and sectors have cut and simplified 292 administrative procedures and 1,640 business procedures; and cut 2,594 out of a total of 6,974 business conditions, reaching 37.2%.
According to the Ministry of Finance, this result corresponds to a reduction of about 30.9% in the time to carry out administrative procedures and 38% of compliance costs.
Sharp reduction in conditional business lines
Stepping into 2026, the Government continues to promote the implementation of institutional reform tasks and the investment and business environment in the spirit of Resolution 68-NQ/TW.
In April and May 2026, the Government issued 11 resolutions on decentralization, cutting down, and simplifying administrative procedures and business conditions.
According to the report, these resolutions have abolished 56 conditional investment and business lines, amended 14 conditional investment and business lines; decentralized 321 administrative procedures from the Central level to localities; cut 697 administrative procedures and 1,754 business conditions; simplified 704 administrative procedures.
The above measures help cut about 54.6% of administrative procedure compliance costs.
Notably, from July 1, 2026, the number of conditional business lines will decrease from 198 to 142 business lines.
According to the Ministry of Finance, the fields that still maintain business conditions are mainly industries that directly affect security, safety, public health and socio-economic stability such as securities, insurance, gold, gasoline, aviation, real estate, telecommunications, medical examination and treatment, education, law practice, notarization and forensic examination.
Along with that, the National Assembly passed the Investment Law at the 10th Session, which comprehensively amends regulations related to the investment and business environment. According to the report, the law has cut 38 industries and professions and adjusted the scope of 20 conditional investment and business industries and professions.
The Ministry of Finance assesses that cutting administrative procedures, business conditions and narrowing the list of conditional business lines contributes to reducing the burden of costs and time for businesses, creating more favorable conditions for production and business activities and promoting the development of the private economic sector in the spirit of Resolution 68-NQ/TW.
