At the online conference with localities on disseminating and answering problems related to the financial and budgetary sector when organizing local governments at 02 levels for the commune level organized by the Ministry of Finance on September 12, Deputy Minister of Finance Nguyen Duc Chi emphasized: Deploying the two-level local government model is a major policy, directly affecting the administrative apparatus, budget and people's lives.
With the strong direction of the Central Government, the coordination of ministries, branches and determination from the locality, the implementation work is gradually removing difficulties, creating a foundation for budget stabilization, ensuring smooth administrative operations, contributing to maintaining political and social stability.
A representative of the Ministry of Finance said that many problems raised at the previous meeting on July 26 related to funding, finance, and budget for the operations of the grassroots government have now been basically resolved. Some problems with account opening, accounting personnel arrangement and income policies for local officials and civil servants are expected to be handled next week.
Deputy Minister Nguyen Duc Chi assessed that, overall, no locality reflects difficulties in legal regulations. Current problems mainly arise in implementation or due to specific conditions in each locality.
The Deputy Minister affirmed that when the Department of Finance provides good advice and local leaders focus on direction, issues will be handled quickly, typically in Ho Chi Minh City and Tuyen Quang. Regarding technical problems in budget management, the Deputy Minister assigned the State Budget and State Treasury Department to coordinate in resolving them.
Next week, the Ministry of Finance will organize training for officials at the commune and ward levels on business registration and related operations, with the Department of Private Enterprise Development and Collective Economy as the focal point. The content of public asset management, arrangement and handling is of special concern to the Deputy Minister, requiring the Departments of Finance to clearly assign responsibilities, properly implement the instructions of the Prime Minister and the Minister of Finance, avoiding waste and loss.
Regarding policies and regimes for cadres when rearranging the new model, Deputy Minister Nguyen Duc Chi affirmed that the funding source has been guaranteed. Some cases of late payment will be handled by the Ministry of Finance and the Ministry of Home Affairs in coordination and agreement.
The regimes and gifts of the Party and State for policy beneficiaries must be completed before September 15, and the State Treasury will be directly responsible for any cases of late payment.
Implementing the Resolution of the Central Executive Committee, Conclusions of the Politburo, the Secretariat on the arrangement, reorganization of administrative units and building a model of organizing local government at 02 levels, the Ministry of Finance has deployed a number of key tasks as follows:
- Proactively coordinate with ministries and branches to submit to competent authorities to issue or promulgate under their authority 17 Decrees, Circulars and 62 guiding documents related to areas under their management.
- Organize 06 working groups and organize 02 online meetings with 34 localities, connecting to the commune level to promptly remove difficulties and obstacles related to the financial - budget sector when organizing local government at 02 levels.
- Submit to the Government and the Prime Minister to support 7,706.5 billion VND to localities to reorganize administrative units at all levels and ensure facilities for agencies and units after the reorganization.
