The Ministry of National Defense has just issued Circular 81/2025/TT-BQP stipulating the responsibilities of agencies, units, organizations and individuals under the management of the Ministry of National Defense when participating in providing and sharing information on social networks.
The Circular stipulates that agencies, units, organizations and individuals under the management of the Ministry of National Defense when participating in providing and sharing information on social networks are responsible for:
- Learn and comply with the terms and conditions of the social network service provider before registering to participate. Social network users for personal purposes do not use information related to agencies and units when registering to establish social network accounts.
- Only share information of official and reliable origin; do not post or share information on the list of state secrets, information that violates the law, offends honor, reputation, affects the legitimate rights and interests of agencies, units, organizations, and individuals inside and outside the Army.
- When discovering lost or having access to social media accounts or discovering information violating the law, information on the list of state secrets, fabricated information that negatively affects the reputation of the Party, State, or Army, immediately report to the specialized forces on information technology and the Army security force for coordination in handling according to regulations.
- Prevent and remove information that violates the law, untrue information that negatively affects the reputation, rights and legitimate interests of other organizations and individuals posted on their social network accounts no later than 1 hour from receiving a request by phone, in writing or through other means of communication from Command 86, the Military Security Protection Department or competent agencies and individuals.
The Circular of the Ministry of National Defense also stipulates the command of agencies and units responsible for creating social network accounts and content provided on social networks for activities related to the tasks of their agencies and units; the management and licensing of electronic information pages.
Agencies, organizations and individuals must not have the same or similar name for accounts as press agencies, state agencies, or other agencies in the Ministry of National Defense or have words that can cause confusion as press agencies, state agencies, or other agencies in the Ministry of National Defense.
Circular 81/2025/TT-BQP takes effect from September 15, 2025.
