On November 2, the Department of Finance reported to the People's Committee of Dong Nai province on the disbursement of the public investment plan for 2025.
The Prime Minister assigned Dong Nai province to implement the 2025 public investment plan of more than VND 31,926 billion. As of October 28, the disbursement rate for 2025 is 13,867 billion VND, reaching 43.43% of the plan.
In case the capital plan is not included, it is VND 9,236.5 billion (including VND 8,036.5 billion for the North-South Expressway project in the west, Gia Nghia - Chon Thanh section, which was allowed by the National Assembly to extend the disbursement period until the end of 2026 and the newly assigned additional plan is VND 1,200 billion), the capital plan assigned by the Prime Minister is VND 22,690.4 billion. The disbursement rate as of October 28 was 61.11% (13.867/22.690.4 billion VND) higher than the national disbursement rate.

According to the Department of Finance, the value that needs to be disbursed to reach 100% of the capital plan assigned by the Prime Minister is VND 22,690.4 billion, in the remaining months it is necessary to disburse VND 8,826.4 billion.
The remaining capital that needs to be disbursed in the last months of the year is relatively large and requires determination and high concentration from departments, investors, localities and related units.
The reason for the delay in disbursement is that some projects have bidding recommendations during the bidding process, and bidding recommendations must be processed before they can continue to be implemented, affecting the project progress as well as the disbursement rate such as the Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway Construction Project, the resettlement area project in Tam Phuoc Ward, Bien Hoa City; In September and October, heavy rain will partly affect the construction progress of the projects.
