In particular, from the X Congress onwards, the private economy is not only "recognized" but also considered one of the important drivers of the economy. After nearly 40 years of innovation, from discrimination, this area has reached more than 40% of GDP, creating millions of jobs and is a "lever" for many localities to take off.

The most emphatic and novel part of the article is to emphasize the requirement of "especially paying attention to supporting small and micro enterprises" - a force that accounts for more than 90% of the number of enterprises but is weak in capital, technology and market access.

The General Secretary requested the immediate implementation of a special preferential credit package for small and medium-sized enterprises, through the State Credit Guarantee Fund.
