According to the Vietnam National Coal and Mineral Industries Group (TKV), in October 2025, the group's coal consumption will reach about 3 million tons, accumulated for 10 months reaching 36.6 million tons, equal to 71.2% of the 2025 operating plan.
There were times when the amount of coal in stock reached over 12 million tons. According to TKV, the main reason is that thermal power plants - TKV's main coal consumers - have significantly reduced their coal import demand due to heavy rain, flooded hydroelectric reservoirs, and increased hydropower generation capacity.
According to tradition, October 2025 has entered the dry season, but in early October, there were 2 heavy rains affecting the production of some units, and coal consumption continued to face difficulties.
The weather forecast for November will be favorable for production, the demand for coal for electricity is expected to increase compared to October but is still low.
With an inventory of over 12 million tons of TKV alone, this is the time when the amount of coal in Quang Ninh will reach its highest level since 2020. In 2020, due to the impact of the COVID-19 pandemic, the inventory of coal of TKV was about 15 million tons and of Dong Bac Corporation was about 2.5 million tons.

According to TKV, continuous heavy rain not only affects the amount of coal consumed, but also affects TKV's thermal power plants. Thermal power plants in Quang Ninh province must operate at the minimum capacity and within 10 months will reach 78% of the production plan.
However, to achieve the growth target of 8% in 2025, while being ready for coal supply to customers, TKV units have overcome difficulties, closely following the plan, proactively directing and operating production to complete the set main targets.
In October 2025, TKV's raw coal production reached 3.065 million tons, accumulated for 10 months reached 32.406 million tons, equal to 84.6% of the annual operating plan.
In November 2025, TKV aims to exploit 2.99 million tons of raw coal; consume 3.884 million tons, of which 3.030 million tons of coal for power plants.
