People and localities continuously petition
Trieu Trach commune, Trieu Phong district (Quang Tri province) has a total land area of over 3,000 hectares, of which nearly 1,000 hectares are in the Southeast KKT planning of Quang Tri province. Long Quang is one of the large-area villages in Trieu Trach commune located in the KKT planning area, the benefits of the planning have not been seen, but the difficulties have existed for a long time.
For example, Mr. Dang Cong Thanh's household (Long Quang village) was relocated to the sand area in 2003 according to the local policy. When relocating, Mr. Thanh's family and other households were granted 5,000 square meters of land and had been granted a land use right registration certificate. For many years, Mr. Thanh has wanted to separate the land plot to divide to relatives for housing, but his land area is located in an area with an industrial park planning, so the plot cannot be divided.
"The family's land area is allocated according to the migration program for people to live and produce stably. But when people move here, there is a plan of the Economic Zone, so it is not possible to separate the land plot to build a house," said Mr. Dang Cong Thanh.
Mr. Tran Dong, Vice Chairman of the People's Committee of Trieu Trach commune, said that local people are strong in livestock farming, but there is no land fund to develop farms and households. After many meetings with voters and many opinions, the locality has submitted a report and proposed to adjust the planning.
Not only in Trieu Trach commune, but in other localities in the Southeast Economic Zone planning such as Trieu Tan, Trieu Co, Hai Khe, Hai An communes... also faced similar problems. People have continuously expressed their opinions, and localities have also forwarded petitions to all levels, but there have been no results.
Urgently adjust the planning
According to the Quang Tri Provincial Economic Zone Management Board, the Southeast Quang Tri Economic Zone was established under Decision No. 42 dated September 16, 2015 of the Prime Minister, including 17 communes and towns in 3 coastal districts of Gio Linh, Trieu Phong, Hai Lang with a total area of over 23,700 hectares. After 10 years of implementation, the planning has revealed some shortcomings.
For example, the general planning stipulates the status quo of existing rural residential land in localities, leading to limited development space for rural residential areas, causing frustration among the people when they cannot meet actual needs in communes. The general planning determines that agricultural production land areas are high-tech agriculture that is not really suitable for the practical situation and is not feasible.
Mr. Tran Quang Trung - Deputy Head of the Quang Tri Provincial Economic Zone Management Board - said that in response to the above shortcomings, the Quang Tri Provincial Economic Zone Management Board has coordinated with the People's Committees of Hai Lang, Trieu Phong, and Gio Linh districts to organize a conference to collect public opinions on the general planning adjustment project. Thereby listening to recommendations from the grassroots to gradually make adjustments suitable to the actual situation.
Mr. Ha Sy Dong - Acting Chairman of the People's Committee of Quang Tri province - said that adjusting the general planning for the construction of the Southeast Quang Tri Economic Zone is very necessary, overcoming the shortcomings of the previous planning and providing development orientation in accordance with the strategy and requirements of Quang Tri province and the region.
"Quang Tri province is completing a planning adjustment project, ensuring that there is no overlap with the existing residential area to create favorable conditions for people in socio-economic development. At the same time, ensure conditions to attract investors to invest in the Southeast Economic Zone in accordance with each specific period, promote resources, and avoid suspended planning" - Mr. Ha Sy Dong said.
