Dien Bien - The Department of Culture, Sports and Tourism (VHTTDL) has just been decentralized to issue a business license for karaoke and dance club services from July 15.

On July 3, information from the People's Committee of Dien Bien province said that Mr. Le Thanh Do - Chairman of the Provincial People's Committee has just signed a decision to decentralize to the Department of Culture, Sports and Tourism to carry out procedures for granting, adjusting, and revoking licenses to be eligible to operate karaoke and nightclub services in the province.

Accordingly, the subjects of application are Vietnamese and foreign enterprises and business households providing karaoke and dance club services in the province; Department of Culture, Sports and Tourism and other agencies, organizations and individuals related to this business activity.

The Provincial People's Committee assigns the Department of Culture, Sports and Tourism to be responsible for organizing the implementation of decentralized contents according to the provisions of law; be responsible before the law and the Provincial People's Committee for implementing decentralized contents.

The above decision takes effect from July 15, 2025.

Recently, the Ministry of Culture, Sports and Tourism has issued Circular No. 10/2025/TT-BVHTTDL on guiding the functions, tasks, and powers of the Department of Culture, Sports and Tourism, the Department of Tourism under the Provincial People's Committee and the Department of Culture - Social Affairs under the Commune People's Committee in areas under the state management of the Ministry of Culture, Sports and Tourism.

Accordingly, the Department of Culture, Sports and Tourism is a specialized agency under the Provincial People's Committee performing the function of state management of: Culture; family; physical education, sports; tourism; journalism; publishing, printing, broadcasting; radio and television; electronic information; news; basic information and foreign information; advertising; the use of the National Flag, National huyen, National Anthem and portrait of President Ho Chi Minh.

The Circular takes effect from July 1, 2025.
