Conclusion 18 not only talks about economic development in a technical sense, but also clearly emphasizes that this is a key political task, which must be concretized into annual programs and plans, with products, with results, and with the responsibility of the head.

For the processing and manufacturing industry sector, policies need to focus on supporting businesses to improve localization capacity and reduce dependence on input imports.
On the demand side, domestic consumption needs to be stimulated more strongly through flexible fiscal policies such as tax reduction, increased targeted public spending and expansion of programs to support people. Over the past time, science and technology, innovation and digital economy have made progress but are still mainly at the level of support, not yet becoming a driving force. Therefore, in the last three quarters of the year, there need to be breakthrough policies to accelerate this process.
Hanoi cuts procedures and costs for businesses
On the morning of April 16, Member of the Party Central Committee, Chairman of Hanoi People's Committee Vu Dai Thang chaired the Dialogue Conference with Small and Medium Enterprises in the city in 2026.
