On May 29, Ha Tinh Provincial People's Committee organized a forum on private economic development in Ha Tinh province in 2026 with the theme "Private economic development - creating a favorable business environment, promoting startups and innovation".
According to reports, the whole province currently has nearly 12,000 operating businesses. The private economy contributes about 60% of GRDP, 65% of budget revenue and creates jobs for about 98,000 workers.
The provincial innovation index has been gradually improved and enhanced, currently ranking 3rd in the North Central region.
According to leaders of Ha Tinh province, the investment and business environment of the province still has bottlenecks that need to be focused on resolutely removing.
The administrative reform index (PAR Index) in 2025 ranked 19/34 nationwide. The satisfaction index of people with the service of state agencies (SIPAS) ranked 24/34 nationwide. The ecosystem of supporting businesses, startups, and innovative startups is still lacking and weak.
Speaking at the forum, Mr. Bui Anh Tuan - Director of the Department of Private Enterprise and Collective Economy Development, Ministry of Finance pointed out: Looking frankly and objectively, the scale of the enterprise sector of Ha Tinh province is still quite modest compared to the potential and development requirements in the new period.
Ha Tinh needs to make more efforts to improve the investment and business environment to be safe, open, transparent, and low-cost, as well as make more efforts and proactiveness in supporting businesses and business households in the area.
It is necessary to continue to persistently strongly reform the investment and business environment; cut administrative procedures and compliance costs; remove bottlenecks in land, production premises, investment procedures, bidding, taxes, fees, access to credit and public services.
Mr. Truong Duc Trong - Data and Public Administration Expert, Provincial Competitiveness Index Project, Vietnam Chamber of Commerce and Industry, speaking at the forum, also pointed out the positive aspects and limitations, bottlenecks in private economic development in Ha Tinh province.
From there, Mr. Trong said that for the private economic sector to break through, Ha Tinh province needs most to turn the determination to reform into equal implementation results at all levels of government and departments.
Ha Tinh needs a smooth enforcement apparatus, a fair competitive environment, a companion government and a truly convenient, accessible, and predictable procedure system.
When the right policy is implemented correctly, when bottlenecks are removed in the right places, and when business confidence is nurtured by specific changes every day, then Ha Tinh's private economic sector will have enough conditions to grow, rise up and contribute more to the province's growth, jobs and competitiveness," Mr. Truong Duc Trong emphasized.
Many other presentations also pointed out the advantages and difficulties and raised solutions that need to be taken immediately to remove difficulties and bottlenecks, and create a favorable business environment for the private economic sector of Ha Tinh to develop.
Chairman of Ha Tinh Provincial People's Committee Phan Thien Dinh said that for the private economic sector to develop strongly and sustainably, in addition to the constructive role of the government, business associations and unions also need to promote the role of connecting and accompanying businesses.
The Chairman of the Provincial People's Committee affirmed that Ha Tinh always listens and is ready to accompany businesses to continue to improve mechanisms and policies, improve operational efficiency and improve the business investment environment. Experts' opinions; proposals and recommendations of businesses at the forum will be received and studied by the province to concretize into appropriate solutions and policies in the coming time.
