Bottleneck in disbursement of public investment capital
According to statistics, currently, Dak Lak province has more than 140 traffic, urban, residential, school and economic zone infrastructure projects with a total investment of more than 7,725 billion VND behind schedule due to problems with site clearance, procedures and capital disbursement.
The main reason is that from the beginning of the year to now, the province has not completed the supplementation of land prices for routes and road sections that are still missing in the land price list to serve resettlement, compensation, and site clearance for public investment projects and key projects that have completed technical infrastructure.
Many resettlement areas serving key projects and new rural roads have been formed but have not been updated in the land price list issued with Resolution No. 19/2025/NQ-HDND.
The lack of land prices in these areas causes difficulties for compensation, support, resettlement and land use fees calculation, directly affecting the project implementation progress.
In addition, some street names and road sections in the current land price list are not suitable for reality, causing difficulties in the application process.
For example, the project to renovate and upgrade Provincial Road 1 section from Buon Ky bridge to Km49+00 is currently stuck with 4 households that have approved plans but have not received compensation money and 2 households are preparing plans.
This obstacle has lasted for many years because people and authorities have not agreed on a compensation plan.

Key to removing obstacles
From the above inadequacies, at the end of May 2026, Dak Lak province issued a resolution amending and supplementing a number of articles of the Land Price List Regulations issued with Resolution No. 19/2025/NQ-HDND.
This is considered an urgent solution to remove prolonged bottlenecks in compensation and site clearance work.
The adjustment and supplementation of land price lists in some key areas and projects is expected to become a "key" to help communes and wards accelerate site clearance progress, creating conditions for investors to deploy construction and installation items on schedule.
It is expected that disbursement of key projects will be accelerated by the end of the second quarter and the beginning of the third quarter of 2026.
Mr. Nguyen Thien Van - Vice Chairman of Dak Lak Provincial People's Committee assessed that in the past time, the province has focused resources on implementing many key projects and works to promote socio-economic development, connect traffic infrastructure and expand urban space.
However, the implementation process has created many difficulties related to the application of the current land price list.
According to Mr. Van, the amendment and completion of the land price list will help localities and related units be more proactive in developing compensation plans, limiting prolonged complaints and petitions.
This is also an important solution to accelerate the progress of key projects, promote disbursement of public investment capital and create motivation for socio-economic development for Dak Lak province in the coming time.
