The cooperation contract for exchange of training, scientific research, and innovation in healthcare between Tam Anh Research Institute and Oxford University was officially announced on October 28.

General Secretary To Lam emphasized: We need a new - practical cooperation model that can be measured and spread directly to the people of the two countries. When I said a new model of cooperation, I wanted to talk about the cooperation between the strengths of basic science, applied science, high technology, medicine, community health, higher education, urban governance, energy transition, financial services of the UK with the need for digital transformation, green transformation, improving the quality of human resources, innovating development governance, perfecting the socialist-oriented market economy institution in Vietnam.
The content of the General Secretary's speech once again affirmed the important value of cooperation between the Tam Anh Research Institute and Oxford University, when establishing a fair relationship in training, sharing knowledge, experience and scientific research.
Based on the reality that Vietnam needs more research centers to develop drugs, vaccines and modern medical technologies, to be ready to meet the needs of disease prevention, treatment, and health care, in the context of many epidemic risks and an increase in the burden of non-communicable diseases such as cancer, cardiovascular disease, diabetes, stroke, etc. The Tam Anh Research Institute and Oxford University have signed an official cooperation agreement, along with a specific action program in priority areas: Training, improving research capacity for clinicians of the Tam Anh General Hospital System, Tam Anh Research Institute; Co-deploying research topics with high application in Vietnam; The research results will be applied to the practice of disease examination and treatment in Vietnam and contribute more valuable medical information to the medical community. At the same time, Tam Anh and Oxford will jointly sponsor, implement and publish international science.

In the first phase, the two sides focused on organizing training courses to improve scientific research capacity, manage medical data, topics on research and development in healthcare and expert exchanges.
In early November 2025, the heart Institute and Oxford University will launch the official website of the heart Institute Oxford Partnership Program (TOP), located on the websites of Oxford (ox.ac.uk) and the heart Institute (Tamri.vn). Thanks to that, it is convenient to introduce, publish and update training courses, expert exchange programs, and joint research projects for scientists and students from all over the world to participate.

It is expected that in December 2025, the heart- England Research Institute and Oxford University will organize the first 3 specialized training courses for scientists and health managers in Vietnam. The teaching experts and guides directly are professors and scientists from the University of Oxford. The training focuses on improving management capacity, helping Vietnamese experts access international standard scientific research methods, accessing the world's leading modern data analysis system.

According to Associate Professor Proochista Ariana, Member of the Council of the University of Oxford's School of International Development, founder of the Global Master of Public Health Program, Tam Anh Oxford Partnership (TOP) is different from other cooperation models of Oxford.
Firstly, in terms of fairness, TOP ensures that Vietnam plays a central role in determining research priorities, all activities originate from the real needs of the Vietnamese health system. Second, the governance structure is designed to help harmoniously balance the interests between the public and private sectors. Third, in terms of expansion, TOP owns a team of experts with extensive experience in cooperation with the government and the community, aiming to turn research results into a basis to support the development of practical policies, bringing more widespread impact.
