Presenting a summary of the draft Political Report submitted to the first Congress of the Bac Ninh Provincial Trade Union, term 2025-2030, Ms. Nguyen Thiem - Deputy Head of the Trade Union Work Committee (Bac Ninh Provincial Labor Federation) said that the general goal of the new term is to build the Bac Ninh Provincial Trade Union for comprehensive and sustainable development; perform well the function of representing and protecting the legitimate and legal rights and interests of union members and workers; develop union members, establish grassroots trade unions as a key and continuous task of the Trade Union organization.
Along with that, constantly improve and enhance the material and spiritual life of union members and workers; raise awareness of discipline, industrial style, build the image of the working class of Bac Ninh: Discipline - Responsibility - Creativity; contribute to building Bac Ninh province into a centrally-run city before 2030 and by 2045 a green, civilized, modern city, imbued with the cultural identity of Kinh Bac.
To achieve this common goal, the draft sets out targets to strive for (both term and annual) and three breakthroughs.
One of the three breakthroughs is to improve the effectiveness of dialogue and collective bargaining; the quantity and quality of collective labor agreements, contributing to building harmonious, stable and progressive labor relations.
Specifically, improving the capacity of union officials on legal regulations, dialogue skills, collective bargaining, and labor dispute resolution, especially grassroots union officials, in participating with employers in organizing labor conferences, dialogues at the workplace, and collective bargaining.
Promote negotiation and signing of collective labor agreements on wages, salary scales, salary tables, labor norms; bonuses; working hours, rest hours; maternity protection; shift meals, occupational safety and hygiene; improve the spiritual life of workers; study, train, improve vocational skills; welfare regimes; working conditions and hours of trade union officials.
Direct, guide, and select the implementation of collective bargaining with many participating enterprises, focusing on electronics and garment manufacturing enterprises.
The next breakthrough is to focus on building a strong grassroots trade union; improve the quality of the trade union staff to meet the requirements of tasks in the new situation.
Accordingly, comprehensively innovate the content, form of activities, and way of activities of the Trade Union to ensure attractiveness, flexibility, and promote the intelligence of union members, in accordance with actual conditions at the unit and enterprise. Effectively use information technology applications and digital transformation. Strengthen forms of linkage with enterprises in the same industry, group of enterprises in the same area to increase strength, develop the workers' movement and trade union activities. Promote training, fostering professional skills, and experience for union cadres, focusing on grassroots union chairmen.
The third breakthrough is to build and develop a modern and strong working class in the province; have courage, qualifications, expertise, professional skills, industrial style, labor discipline to adapt to the requirements of building Bac Ninh province to develop quickly, comprehensively and sustainably.
Specifically, effectively participating in the implementation of regimes and policies on employment, vocational training, improving the material and spiritual life of union members and workers. Participating with the government and employers with policies to encourage, create opportunities, material and spiritual conditions for workers to study, improve their professional qualifications, skills, foreign languages, promote talent, intelligence, diligence, the spirit of overcoming difficulties and dedication. Innovating political and ideological education to build and raise political awareness for workers, promote propaganda and education for workers.
The Provincial Federation of Labor also plans 9 groups of tasks and solutions for the 2025-2030 term.
