HCMC transfers more than 350 grassroots unions, ensuring workers' rights

The direct superior trade unions under the Ho Chi Minh City Trade Union system will ensure the rights of union members and workers when transferring and receiving grassroots trade unions under the dissolved trade unions when streamlining the apparatus.

Transferring more than 350 grassroots unions

Recently, the Ho Chi Minh City Labor Federation held a handover ceremony and received 353 grassroots unions from 12 trade unions, departments, blocks, Ho Chi Minh City Civil Servants' Union, Trade Union of Public Service and Commercial Services of Ho Chi Minh City (dissolved when implementing the arrangement and streamlining of the apparatus) with more than 130,340 union members to the Labor Federations of districts and towns, Thu Duc City Labor Federation, Ho Chi Minh City Labor Federation, Export Processing and Industrial Zones Trade Union, Trade Union of Party agencies of Ho Chi Minh City and the Trade Union of the People's Committee of Ho Chi Minh City.

Mr. Cao Hong Ha - Chairman of the Binh Thanh District Labor Federation, Ho Chi Minh City - said that the Binh Thanh District Labor Federation is managing 1,298 grassroots unions with 68,529 union members, including 1,194 non-state grassroots unions with nearly 62,000 union members. On March 14, Binh Thanh District Labor Federation received 4 grassroots unions with 340 union members, and it is expected that by March 20 it will receive 8 more grassroots unions of the Education and Training sector with more than 1,050 union members. Mr. Ha said that immediately after receiving the grassroots trade unions, the District Labor Federation met and worked with the grassroots trade unions that were received on the annual work program of the District Labor Federation, in order to demonstrate their concern, promote their strengths, create conditions for union cadres and union members to develop their capacity, contribute to strengthening the strength, promoting the spirit of solidarity in union work; support the newly received grassroots trade unions to be able to actively contribute to the overall activities of the unit.

Ms. Le Thi Bich Hanh - President of the District 5 Labor Federation, Ho Chi Minh City - said that the District 5 Labor Federation was assigned to receive 16 grassroots unions with more than 13,300 union members. After receiving the contract, the District 5 Labor Federation will manage 550 grassroots unions with more than 36,800 union members.

Ms. Hanh said that in the immediate future, she will assign the District Labor Federation officials in charge of the new grassroots unions to receive, inform and create the most favorable conditions for the grassroots unions to grasp the situation and participate in the activities of the District Labor Federation.

"District 5 Labor Federation will continue to implement well the resolutions of the Trade Union Congresses at all levels until there are adjustments from higher levels and best fulfill the responsibility of the District Labor Federation towards the grassroots unions, ensuring the rights of all union officials, union members, and workers under its management" - Ms. Hanh said.

Do not let the activities of grassroots trade unions break down or stagnate

Ms. Le Thi Kim Thuy - Vice President of the Ho Chi Minh City Labor Federation - said that implementing the arrangement and streamlining of the Ho Chi Minh City Trade Union organizational apparatus in the spirit of Conclusion No. 121-KL/TW of the 13th Party Central Committee on the Summary of Resolution No. 18-NQ/TW, dated October 25, 2017 of the 12th Party Central Committee "Regarding a number of issues on continuing to innovate and streamline the organizational apparatus of the political system to operate effectively and efficiently", the leadership and direction of the Vietnam General Confederation of Labor and the Ho Chi Minh City Party Committee, the Ho Chi Minh City Labor Federation has reduced 3 thematic committees compared to before, to only 4 committees. At the same time, 67 affiliated units have been reduced, of which the number of grassroots trade unions at the direct superior level has been reduced from 46 to 25 (reduced by 21 units) and the number of comprehensive affiliated trade unions has been reduced from 68 to 22 (reduced by 46 units), dissolving 12 trade unions at the sector, department, block, and civil service union in Ho Chi Minh City.

The transfer and reception of grassroots unions and union members under the grassroots unions is a step in the process of streamlining the apparatus.

Ms. Thuy suggested that the direct superior trade unions at the grassroots level urgently arrange staff, creating favorable conditions for the grassroots trade unions to be transferred and received to quickly integrate into the common activities of the new units, ensuring consistency, no interruption, and no stagnation in the activities of the grassroots trade unions, especially in activities of representing and protecting the rights and care for union members and workers.
