Faced with unemployment pressure in rural areas and the need for young people to start a business, in Ben Tre and Tra Vinh in the past (now under Vinh Long), the "connected community" model was operated: the grassroots government coordinated with youth unions, employment service centers and enterprises to gather human resources, support skills and create output for local products.
