Mr. Vu Ngoc Tuat - Party Secretary, Chairman of the People's Council of Binh Thanh Ward - emphasized that 80 years ago, the Binh Trup of Ethnic Minorities movement contributed to eliminating illiteracy for millions of Vietnamese people.
Today, amidst the wave of technology and digital transformation, this spirit is aroused, with a new name - Binh Dan Ho Thuong Thuong So So. The movement helps people learn to master technology, not be left behind and create a digital future.

The goal includes 100% of administrative procedures being listed and digitized; 100% of administrative documents exchanged via electronic environment; timely file settlement rate of 98% or more; people's satisfaction rate of 95% or more; each unit has at least one initiative on administrative reform or digital transformation.
Mr. Phan Quang Khanh - Deputy Secretary of the Party Committee, Chairman of the People's Committee of Binh Thanh Ward - said that the unit will implement key contents including reviewing and arranging personnel appropriately; implementing a model of administrative reform, digitalizing the working process; promoting propaganda, raising awareness of cadres and people about the role of digital transformation in building a modern urban government.

Representatives of Party cells and socio-political organizations in the area gave speeches in response and announced many practical projects and initiatives.
Ms. Nguyen Thi Ngoc Loan - Director of the Center for Cultural - Sports Service Supply of Binh Thanh Ward - said that the unit will complete the digitization of 1,000 library books, deploy an online class registration model, and a project to digitize traditional documents - historical relics in the area.

According to Ms. Hoang Mai Quynh Hoa - Member of the Standing Committee of the Party Committee, Chairman of the Vietnam Fatherland Front Committee of Binh Thanh Ward, the unit launched 53 1-2-3 shock troops (1 target - 2 priority groups - 3 specific approaches); model of each neighborhood with a digital transformation group at 20 community activity points.
The teams guide people, especially the elderly and disadvantaged, to use online public services, cashless payments, and prevent technology fraud.
At the ceremony, 140 emulation projects registered by 53 neighborhoods were announced. The total budget mobilized from the people is more than 2 billion VND.
The locality affirms its determination to implement strong digital transformation from the grassroots level, contributing to realizing the goal of building a smart, modern, and humane urban area of Ho Chi Minh City.
