Speaking at the opening of the conference, Mr. Hoang Cong Thuy said that the Law on practicing thrift and combating waste plays a particularly important role in building a transparent, efficient and responsible public administration, ensuring the management and reasonable use of national resources on public asset finance, time and social resources.
However, since the Law was implemented on July 1, 2014, the National Assembly has issued many new laws related to this, in which the laws have been amended and supplemented, such as: State Budget Law, Public Investment Law, Law on Management of Public Asset Use, Law on Information Access, Land Law, Law on Implementing Democracy at the Grassroots Level, Law on Natural Resources, Environment of the Sea and Islands, Law on Amending and Supplementing a Number of Laws on Cadres and Civil Servants, Law on Public Employees...
In addition, after more than 11 years of implementation, the current Law has revealed many shortcomings, not keeping up with the requirements of innovation, current socio-economic management methods, administrative reform, and national digital transformation. Therefore, amending and perfecting the law on thrift and combating waste is extremely necessary to establish a synchronous, strict and feasible legal framework, thereby strengthening financial discipline and order, promoting the effective use of the state budget, public assets and social resources in the entire system.
At the conference, representatives of the Drafting Committee and the Ministry of Finance said that in order to ensure that the newly issued Law has real significance, comes into practice, overcomes the shortcomings and limitations of the current Law, achieves the goals and requirements of the Party, the State and especially the direction of General Secretary To Lam, Prime Minister Pham Minh Chinh, the draft Law is studied and designed with a number of important contents, amendments and improvements.
In particular, fully and specifically identify the responsibilities, tasks, and powers of agencies, organizations, collectives, and individuals in managing and using economic resources, especially the leaders in waste prevention and control.
Along with that, institutionalize the contents of Regulation No. 231-QD/TW dated January 17, 2025 of the Politburo on the protection of people fighting against corruption, waste and negativity to supplement and perfect regulations on waste detection and responsibility for handling information on waste detection, protecting people fighting against waste to encourage all individuals and organizations to actively participate in thrift and waste prevention.
Accordingly, the draft law is being finalized in the direction that all agencies, organizations and individuals have the right to provide information on waste detection. The head of an agency or organization that receives information about waste is responsible for checking, clarifying, and detecting waste information; preventing and promptly handling waste cases; handling according to authority or submitting to competent authorities to handle violations and publicizing the handling results; explaining to competent authorities about the waste. At the same time, the Government is assigned to specify in detail measures to protect people fighting against waste and their relatives to institutionalize Regulation No. 231-QD/TW.
In addition, the draft law has specified the direction of General Secretary To Lam and Directive 27-CT/TW of the Politburo to build a culture of thrift and anti-wastefulness in the whole society, in which, adding a provision on "All-people thrift and anti-wastefulness day" which is the 31st of May every year taken from the date of the article "What is the Kiem" in the work " Necessity, thrift, integrity, fairness" by President Ho Chi Minh published in the newspaper "Savior" to create widespread influence, aiming to build a culture of thrift and anti-wastefulness in the whole society...
