Overcoming challenges, creating models to serve the people
The application of science and technology in the digital transformation process is an inevitable trend. However, for ward-level administrative units after the merger, this is a challenging journey. Mr. Khau Thien Thanh, Permanent Vice Chairman of the Vietnam Fatherland Front Committee of Tan Hung Ward, shared about the continuous efforts of the Vietnam Fatherland Front Committee of Tan Hung Ward since the merger on July 1, 2025.
The biggest challenge to be able to effectively apply technology is the limited infrastructure system and technological equipment. In particular, the lack of uniformity in technology access standards between staff, people and the neighborhood management board has created a significant barrier. However, the spirit of not being left out has urged the grassroots Front system of Ho Chi Minh City to seek creative solutions.
To solve the significant increase in the demand for information searches after the arrangement of administrative units and the situation where officials have to answer many repeated questions, the Vietnam Fatherland Front of Tan Hung Ward has pioneered the implementation of many breakthrough applications. A typical example is the model of theentralization and Application for the Falling and Falling Social Assembly of the City. This smart virtual assistant integrates ChatGPT technology and supports three languages: Vietnamese, English, Korean. This application has created a channel to look up official information about the organization of the apparatus, process or administrative procedures in the ward quickly and accurately. With a simple design, the user enters a question in any language, the system will answer in that language, and automatically translate it into the other two languages. The information is carefully compiled and censored by the ward before being entered into the data system, ensuring legality.
Mr. Le Duc Dat - Vice Chairman of the Vietnam Fatherland Front Committee of Tan Hung Ward and Secretary of the Youth Union - said that the integration of three languages is to serve the group of foreign residents, especially Koreans living and working in Phu My Hung urban area. This utility has received positive feedback. Ms. Kim Eun-me, a Korean (residing in Tan Hung Ward) said that before, I had to ask Vietnamese people for help when I needed to ask about procedures, but now I just need to open my phone and play in Korean to get an immediate answer.
Ms. Nguyen Kim Thanh (residing in Tan Hung ward) boasted that young people from the Youth Union of the ward have just installowed and used this application. She said that she needed to contact work in the past but could not remember where the ward headquarters was after the merger, so it took a long time to go around, but with this application, now only answering the phone to ask would make sense. "Thanks to this application, any question I ask is answered as if I am talking to a real officer, so I don't have to run to the ward anymore, it's too good", Ms. Kim Thanh expressed.
Many elderly people in the ward patiently sat and followed the instructions of young people. Ms. Tran Cam Nhung (60 years old, living in Tan Hung ward) said: "Since the merger, I have seen the ward's front officials getting into digital models. Thanks to that, people like us enjoy many benefits. I hope that in the coming time, there will be more practical models entering people's lives, especially in social security".
In addition to "virtual Assistant", the Vietnam Fatherland Front and the Tan Hung Ward Youth Union also developed the application "Receiving and responding to people's opinions" as an uninterrupted connection channel between people and the government. People just need to scan the QR code to be able to send feedback on security and order, environmental sanitation, damaged infrastructure, or comment on the quality of public services. This application helps the government to access people's opinions quickly and have effective solutions to handle and respond right on the system. This is the way the grassroots Fatherland Front continues to play a good role as a bridge, listening and collecting people's opinions effectively, especially when the management model is being streamlined.




Shock group supports people to access digital technology
In Binh Thanh ward, a similar model is also being actively implemented. Shock groups were established in residential areas, community activity points and cafes led by union members and young people, directly guiding people to install and use platforms and applications of digital technology in daily life. The support content focuses on essential applications such as the National Public Service Portal, VNeID, VssID and eTax.
Ms. Hoang Mai Quynh Hoa - Chairman of the Vietnam Fatherland Front Committee of Binh Thanh Ward said that after implementing the 2-level local government model, the unit has quickly strengthened the apparatus, adjusted the appropriate methods of operation, especially in implementing digital transformation.
In parallel with the work of visual propaganda, the application "Binh Thanh e-listening" was deployed to receive feedback from people. In addition, the 123 shock team model (including union members, association members and students of the Green Summer Campaign) was established to support the elderly in accessing online public services.
Thanks to that, many people, especially the elderly, have become accustomed to using digital applications to update information, carry out administrative procedures and express wishes. Digital transformation activities combined with traditional methods have contributed to shortening the time for handling procedures, reducing travel costs, and at the same time, increasing publicity and transparency in social security and grassroots democracy. Ms. Quynh Hoa added that this work will be implemented in the long term, to ensure that people have access to services and increase trust in the grassroots government.
With the goal of popularizing basic digital knowledge and skills for people, ensuring an "all-people, comprehensive, no one is left behind", the "digital education in the people" movement in the period of 2025 - 2026 in Ho Chi Minh City has received a positive response from the majority of people.
Mr. Pham Minh Tuan - Vice Chairman of the Vietnam Fatherland Front Committee of Ho Chi Minh City emphasized that this movement not only contributes to the successful implementation of Resolution 57-NQ/TW of the Politburo, but also helps bring science, technology and innovation into people's lives, becoming a new resource for the socio-economic development of Ho Chi Minh City in the new period. The Vietnam Fatherland Front of Ho Chi Minh City calls on all organizations, agencies, units and people of the city to unanimously respond and actively participate in the movement, so that every citizen of the city can know, understand, use and master digital technology, contributing to building Ho Chi Minh City to develop quickly, sustainably, civilized, modernly and affectionately.
