Promoting the nature of "Uncle Ho's soldiers" in the new era

Maintain courage, set an example, and contribute to the country

The 2022-2027 term of the Vietnam Veterans Association (VPA) takes place in the context of many rapid, complex and unpredictable changes in the world and the region. In the country, the entire Party and people will implement resolutions on arranging and innovating the political system, perfecting the organization of the Fatherland Front, central organizations and building a streamlined, effective and efficient two-level local government. In that context, the Vietnam Veterans Association has clearly demonstrated its core political and social role, promoting the nature of "Uncle Ho's soldiers", the tradition of "Loyalty - Solidarity - Exemplary - Innovation", contributing significantly to strengthening political and social stability, economic and cultural development, strengthening national defense, security and foreign affairs.

The Associations at all levels have seriously grasped and implemented the resolutions of the Central Committee, the Politburo, and the Secretariat; actively participated in giving comments on Party building, government building, people protection, and socialist regimes. CCB members nationwide are always steadfast in their stance, steadfast in their ideology, exemplary in taking the lead in implementing the Party's guidelines and policies, the State's policies and laws; resolutely fighting against bureaucracy, corruption, negativity, protecting the Party's ideological foundation, contributing to maintaining political stability and social order and safety. The movement "CCB helps each other reduce poverty, make a good economy" has been widely implemented, bringing practical results. The whole Association currently has more than 8,000 enterprises, 2,000 cooperatives, hundreds of thousands of farms and family farms owned by CCB, creating jobs for hundreds of thousands of CCB and CCB children, contributing to sustainable poverty reduction and improving the lives of members. This movement not only promotes economic development, but also spreads the spirit of self-reliance, self-strengthening, and teamwork, helping each other overcome difficulties to become legally rich.

Along with that, the Association actively coordinates with the Fatherland Front, organizations and local governments to implement many major movements: "All people unite to build new rural areas, civilized urban areas", "Skilled mass mobilization", "The whole country joins hands for the poor, leaving no one behind". The coordination between the Vietnam Veterans Association and the People's Army and the Ministry of Public Security has been maintained regularly and effectively, especially in activities to ensure security and order, search and collection of martyrs' remains, national defense and security education for the people. Traditional patriotic education for the younger generation is highly valued.

Through programs in coordination with the Ho Chi Minh Communist Youth Union, the Associations at all levels have organized thousands of traditional talks, exchanges, seminars, gratitude activities, inspiring revolutionary ideals for young people and teenagers. The Association's people's foreign affairs activities have been implemented in the right direction, expanding cooperation with the ASEANCCBs of Laos, Cambodia, ASEAN countries, the United States, South Korea, Russia, China and many other international partners, contributing to the implementation of the foreign policy of the Party and State, enhancing Vietnam's prestige in the international arena.

Along with those outstanding results, the organization of the Association at all levels continues to be improved, operating more and more disciplined and effectively. The Association system is arranged in accordance with the new model in the political system, the staff is gradually standardized, promoting their exemplary and responsible role.

Building a strong and comprehensive Association in the new transition period

Entering the 2026-2031 term, in the context of international developments continuing to be fast and complicated, domestically having both opportunities and facing many challenges, the Vietnam Veterans Association has identified the general goal of promoting the nature of "Uncle Ho's soldiers", the tradition of " Loyalty - Solidarity - Exemplary - Innovation", building a strong and comprehensive Association, excellently completing tasks, contributing to the successful implementation of the country's development goals in the new era of the nation.

The focus of the direction is to continue to participate in building and protecting the Party, State, People and socialist regime; proactively and resolutely fight against erroneous and hostile viewpoints; actively participate in socio-economic development, sustainable poverty reduction, strengthening national defense and security and strengthening people's foreign affairs. The Association sets the main targets: 100% of members are steadfast in political and ideological positions; developing over 85% of eligible members to join the Association; every year, over 90% of the Association organization and 80% of members complete their tasks well; reducing the rate of poor medical staff each year by 1 to 1.5%; 100% of information about the organization and members is digitized and updated in the digital environment. To achieve that goal, the Associations at all levels will focus on five groups of tasks and major solutions.

First, encourage cadres and members to promote the nature of "Uncle Ho's soldiers" in building and protecting the Party, State and People; protecting the Party's ideological foundation; fighting against bureaucracy, corruption and negativity; effectively implementing social supervision and criticism.

Second, promote the movement "CCB helps each other reduce poverty, do good business", improve the material and spiritual life of members; associated with national programs on poverty reduction, building new rural areas, developing ethnic minority and mountainous areas. The Association will increase training, digital transformation in production, encourage the model of enterprises, cooperatives, and CCB farms to master; replicate advanced models, create jobs, promote local economic development.

Third, improve the effectiveness of legal propaganda, dissemination and education; actively participate in law-making and social criticism; protect the legitimate rights and interests of members and veterans; effectively implement legal advice and assistance, and military rear policies.

Fourth, expand people's foreign affairs activities, strengthen cooperation with BCCs in the region and the world, and contribute to the implementation of the foreign policy of the Party and State. The Association will closely coordinate with the Youth Union and military agencies in educating traditional patriotic traditions, fostering revolutionary ideals, arousing the desire to contribute to the younger generation, while promoting gratitude, humanity and charity activities.

Fifth, build a society that is strong in politics, ideology, organization and ethics. The Association will continue to innovate the content and methods of operation, enhance digital transformation in leadership and management; improve the capacity and qualities of the staff, attach importance to inspection, supervision and discipline; promote the emulation movement "Exemplary Veterans" associated with major campaigns of the country.

The draft Political Report for the new term emphasizes the requirement for each cadre and member to uphold the will, responsibility, bravery and absolute loyalty to the Party, the Fatherland and the People; solidarity, innovation, creativity, contributing to building an increasingly strong, worthy Association organization to be a loyal and trustworthy political - social force of the Party, State and People, continuing to affirm the important role of the Vietnam Veterans Association in the cause of building and defending the Fatherland, for the goal of "rich people, strong country, democracy, fairness, civilization" in the new period.
