Mr. Tran Thang, Vice Chairman of the Central Committee of the Vietnam Fatherland Front, attended and delivered a directing speech at the Conference.
Attending the Conference were leaders of the Vietnam Fatherland Front Committees of provinces and cities in the Southern Emulation Cluster: Dong Nai, Tay Ninh, Dong Thap, An Giang, Vinh Long, Ca Mau and leaders of communes and wards at 810 online bridge points of the Emulation Cluster.
Speaking at the opening of the Conference, Vice Chairman of the Central Committee of the Vietnam Fatherland Front Tran Thang emphasized that the 11th National Congress of the Vietnam Fatherland Front was a great success, marking a new step in the development of the Vietnam Fatherland Front in the period when the country entered a new era of development. The Congress not only summarized and evaluated the results achieved in the past term but also identified directions, goals, tasks and key solutions to continue to promote the political core role of the Front in building the great national unity bloc, contributing to the successful implementation of the goal of rapid and sustainable national development, realizing the "aspiration to bring the country steadily into a new era - an era of prosperous, strong and happy development" that the Resolution of the 14th Party Congress has set out.
Vice Chairman Tran Thang said that to promptly implement the Resolution throughout the Front system, the Standing Committee of the Central Committee of the Vietnam Fatherland Front organized a Conference to study, study, thoroughly grasp and implement the Resolution at 5 emulation clusters nationwide. This is a widespread political activity throughout the Front system and member organizations, aiming to create high unity in awareness and action, promote the spirit of innovation, responsibility and determination to successfully implement the Congress Resolution.
Also according to Vice Chairman Tran Thang, the 11th National Congress of the Vietnam Fatherland Front was honored to welcome the General Secretary and President to attend and deliver directing speeches. On behalf of the Party and State leaders, the General Secretary and President acknowledged and praised the important results achieved by the Vietnam Fatherland Front at all levels, member organizations, Front cadres, union members, association members and people from all walks of life in the past time; and clearly stated the key requirements and tasks for Front work in the new period.
With a spirit of democracy, responsibility and high unity, the Congress passed a Resolution with 15 specific targets, 03 breakthrough tasks and 07 action programs for the 2026 - 2031 term.
The Resolution affirms the determination to continue to strongly innovate the organization, content and methods of operation of the Front in a practical and effective direction, strongly towards grassroots levels, close to the people, close to the people, accompanying the People; promote the presiding role of the Vietnam Fatherland Front, strengthen coordination and unified action between member organizations; well perform the role of representing and protecting the legitimate and lawful rights and interests of the People; promote supervision, social criticism, participate in Party building, State building and preventing and combating corruption, wastefulness, and negativity.
Affirming that the study, thorough grasp and implementation of the Resolution of the 11th Congress plays an important role, Vice Chairman Tran Thang requested that the speaker focus on conveying the core issues, new points and contents that need to be organized and implemented; ensuring easy understanding, easy remembering, easy application, creating favorable conditions for the implementation of the Resolution at the grassroots level.
Informing the Conference about the basic, core, and new points of the Document and the directions, goals, and tasks of the Resolution of the 11th National Congress of the Vietnam Fatherland Front, term 2026-2031, Vice Chairman Tran Thang said that, on the basis of continuing to inherit and promote the basic and outstanding points of the Document of the 10th National Congress of the Vietnam Fatherland Front, the 11th Congress Document has closely followed, supplemented, and concretized the important viewpoints and policies of the Party on great solidarity and the Vietnam Fatherland Front in the 14th National Congress of the Party Document, the key Resolutions of the Central Executive Committee and the Politburo. Supplementing and concretizing the new points of the 2013 amended Constitution in 2025, the Resolution of the 14th Party Congress, the Law on the Vietnam Fatherland Front (amended and supplemented in 2025), and the new guidelines and regulations of the Central Executive Committee and the Politburo on arranging and streamlining the apparatus of the political system into the Charter of the Vietnam Fatherland Front.
Also according to Vice Chairman Tran Thang, the document expresses the spirit of strong innovation in the organization and methods of operation of the Vietnam Fatherland Front, in a substantive, effective direction, strongly oriented towards grassroots levels, close to the people, close to the people, accompanying the People so that the Vietnam Fatherland Front truly becomes the center of gathering the strength of great national unity, is a place to receive and entrust trust, is a solid and sustainable bridge between the Party, State and People; affirming the core political role of the Vietnam Fatherland Front in building and promoting patriotic traditions, the strength of great national unity, joining hands and hearts with the entire Party, army, and nation to successfully implement the goals of national development to 2030, vision to 2045, and achieve achievements to celebrate the 100th anniversary of the founding of the Communist Party of Vietnam (1930 - 2030), and the 100th anniversary of the founding of the Vietnam National United Front (1930 - 2030). Continue to thoroughly grasp the viewpoint "The people are the root", the People are the subject, the center of the renovation, construction and defense of the Fatherland.
A new point compared to the previous term is that for the first time, the Plan to implement the Action Program of the Vietnam Fatherland Front was built together with the Political Report submitted to the Congress. The plan demonstrates the spirit of action, saying and doing, linking tasks with specific implementation solutions. The contents in the Action Program of the Vietnam Fatherland Front for the 2026 - 2031 term are built with a system of tasks and solutions that are both comprehensively covering the requirements of the Party and the People, and specific for the Vietnam Fatherland Front at all levels and member organizations to easily implement. In addition, the targets are specifically set for the new term, carefully reviewed, ensuring higher feasibility and measurable implementation efficiency.
A prominent new point different from the previous term is the addition of Action Program No. 7: "Participating in science and technology development, innovation, building a digital society; promoting digital transformation in the Vietnam Fatherland Front system". The development of the new Program aims to implement the requirements of promoting science and technology development and digital transformation according to Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation; at the same time, meeting the requirements of innovating the content and methods of operation of the Vietnam Fatherland Front in the new period. Digital transformation is reflected in the contents and solutions for implementing tasks in the term.
Vice Chairman Tran Thang emphasized that the Congress has identified 3 strategic breakthroughs including: Completing the mechanism; strongly innovating the content and methods of operation of the Vietnam Fatherland Front system at all levels, focusing strongly on grassroots levels and residential areas; Improving the quality and effectiveness of supervision and social criticism in a proactive direction, from early on, from afar right from the policy-making stage; Building a team of professional, dedicated, capable, close to the people and close to the people Front cadres to meet the requirements in the new situation.
At the Conference, speakers presented specialized topics on key tasks and solutions of 07 action programs to implement the Resolution. At the same time, they were guided on exploiting and using some digital platforms of the Vietnam Fatherland Front to improve the quality of direction, administration and operational efficiency of the Front system in the context of national digital transformation.
