The Department of Agriculture and Environment of Bac Ninh province has just issued Report No. 580/BC-SNNMT to the Provincial People's Committee on the situation of collecting and treating domestic waste in the province.
In this report, the Department of Agriculture and Environment said that the volume of waste remaining in the locality from previous years is still large (about 170,000 tons). Meanwhile, the treatment capacity of some factories does not meet the requirements.
In addition, statistics released by functional agencies show many paradoxes when some factories have to operate beyond the designed capacity, while others have no ability to receive and process to reach the designed capacity.
Regarding treatment at 3 waste-to-energy plants (total designed capacity of 1,150 tons/day): currently receiving and treating for 47 communes and wards; with a total average volume of 1,135 tons/day (reaching 98.7%), of which:
Factory in Song Lieu ward (T&J Green Energy Co., Ltd.): designed capacity 350 tons/day. Currently, it is receiving and treating for 14 communes and wards with a total average volume of 365 tons/day. According to reports, the Factory only maintains receiving and stabilizing domestic solid waste generated daily by 14 communes and wards.
The plant is located in Trung Kenh commune (EU-Conch Venture Bac Ninh New Energy Co., Ltd.), with a capacity of 300 tons/day. Currently, it is receiving and processing for 17 communes and wards with a total volume of 240 tons/day. According to the Company's report, the Plant still has the ability to receive and process more to reach sufficient capacity.
The plant is located in Phu Lang commune (Thang Long Energy Environment JSC), with a designed capacity of 500 tons/day. Currently, it is receiving and treating for 16 communes and wards with a total volume of 530 tons/day. According to reports, the Plant maintains the receipt and treatment of solid waste generated daily by 16 communes and wards. It is not capable of receiving and treating long-term residual waste from localities.
Meanwhile, at non-energy treatment plants: There are 3 plants with a total designed capacity of 780 tons/day. Currently receiving and processing for 21 communes and wards, with a total volume of about 345 tons/day, of which:
The factory is located in Kien Lao commune (Thanh Dat Machino JSC), with a designed capacity of 100 tons/day. However, it only meets the reception and treatment for 7 communes and wards with a total volume of 65 tons/day (equal to 65%), according to assessments, the factory no longer has the capacity to receive and process more according to the designed capacity.
Factory in Yen Dung ward (Asian Green Energy Environment Joint Stock Company Bac Giang), designed capacity 500 tons/day: Receiving and treating for 10 communes and wards with a total volume of 200 tons/day. According to assessments, the Factory still has the capacity to receive and treat according to the designed capacity (including daily generated waste and long-term residual waste of localities).
The factory in Tu Lan ward (Bac Giang Truong Son Joint Stock Company), designed capacity of 180 tons/day, receives and treats waste from 6 communes and wards. However, currently it is only capable of receiving and treating about 70-80 tons/day; according to assessments, the Factory is not capable of receiving and treating at designed capacity.
To ensure that the collection, transportation, and treatment of domestic waste is carried out continuously, proactively, flexibly and effectively, the Department of Agriculture and Environment has proposed to the Provincial People's Committee to consider and direct this agency to proactively review and adjust the zoning of collection, transportation and treatment of domestic solid waste according to the actual arising for localities.
At the same time, it is allowed to temporarily coordinate between treatment plants in case of technical incidents, maintenance, overload or emergency situations to ensure that domestic solid waste is collected and treated daily, without prolonged accumulation causing environmental pollution and affecting people's lives.
