The National Steering Committee for Civil Defense has just sent an official dispatch to the People's Committees of provinces and cities of Son La, Tuyen Quang, Lao Cai, the midland and delta regions of the North and from Thanh Hoa to Ha Tinh on proactively responding to heavy rain, floods, flash floods, landslides, tornadoes, lightning, and hail.
According to the bulletin of the National Center for Hydro-Meteorological Forecasting, from September 14 to the night of September 15, the South of the Northern Delta, the South of Phu Tho province, from Thanh Hoa to Nghe An will have heavy to very heavy rain and thunderstorms with common rainfall from 150-300mm, locally over 450mm; other places in the Northern Delta and Ha Tinh will have moderate rain, heavy rain and thunderstorms with common rainfall from 100-180mm, locally very heavy rain over 250mm.
From the afternoon of September 14 to the night of September 15, the Northern Midlands region, the north of Phu Tho province and the south of Tuyen Quang, Lao Cai, Son La provinces will have moderate rain, heavy rain and thunderstorms with common rainfall from 50-100mm, locally very heavy rain over 150mm. On September 16, the Northern Midlands and Delta region; Phu Tho, Thanh Hoa, Nghe An provinces and the south of Son La, Tuyen Quang, Lao Cai provinces will have moderate rain, heavy rain and thunderstorms with common rainfall from 20-40mm, locally heavy rain over 70mm.
To proactively respond to heavy rain, floods, flash floods, landslides, tornadoes, lightning, and hail, the National Steering Committee for Civil Defense proposes that the People's Committees of provinces and cities:
Closely monitor warning bulletins, forecasts of heavy rain, flooding, flash floods, landslides, tornadoes, lightning, hail; promptly inform local authorities and people to proactively take appropriate preventive measures.
Deploy shock forces to inspect, review, proactively organize the relocation and evacuation of people in riverside areas, streams, low-lying areas, at risk of deep flooding, flash floods, landslides to safe places, especially areas where heavy rain has occurred; clear flow; be ready with on-site forces to promptly support people to overcome consequences (if any).
Proactively organize forces to guard, control, and guide to ensure traffic safety at underground, spillway, and traffic roads that are deeply flooded, with fast flowing water, areas that have experienced landslides or are at risk of landslides; resolutely not allow people and vehicles to pass if safety is not ensured; arrange forces, materials, and vehicles to overcome incidents, ensure smooth traffic on main traffic axes, and prevent flooding in urban and industrial parks.
Directing the inspection, review, and implementation of measures to ensure the safety of tunnels and mines for mineral exploitation, under construction works, reservoirs and downstream areas, especially small hydropower reservoirs, small irrigation reservoirs, and key reservoirs; arranging standing forces to operate and regulate reservoirs and be ready to handle possible situations.
Inspect, review and deploy on the field the dyke protection plan, protect key critical dyke points, locations where incidents have occurred but have not been handled or overcome, and dyke works under construction to ensure safety.
