From the beginning of 2025 until now, natural disasters have occurred in a series of incidents, fiercely, on a large scale, bringing many unusual factors, exceeding historical levels. Of which, there have been up to 20 storms and tropical depressions operating in the East Sea, many storms moving rapidly and illegally and 3 very strong storms making landfall in the Central region.
Many areas have suffered all of the above natural disasters in a short time, leading to double natural disasters such as storms overlapping, floods overlapping, flash floods, landslides, especially in the mountainous provinces, the midlands of the North and Central regions, seriously threatening the safety of natural disaster prevention and control works, infrastructure, especially transportation systems, telecommunications, electricity, dykes, dams, ... especially causing serious damage to people and property.


From 2016 to 2025, the Community Defense Fund, to avoid natural disasters, has sponsored the installation of rain gauge stations, flood warning towers, and landslide warning systems in many localities, contributing to improving the response capacity of the community and the government. In the coming time, the Fund will focus on applying technology in early warning, building a real-time monitoring and operation system, community evacuation drills, expanding mangrove planting and enhancing response capacity for grassroots forces as well as people.
Mr. Nguyen Ton Quan, Deputy Head of the Department of Community Disaster Management and Communications (Dark Management and Disaster Prevention and Control, Ministry of Agriculture and Environment) emphasized that in all activities and activities, early forecasting and warning in disaster mitigation is very important.
"The Department always closely coordinates with the Department of Hydrometeorology and data warehouses to implement timely and effective management and direction. The more detailed the forecast, the more effective the guidance to the people is, and it helps ensure maximum safety," Mr. Quan shared.
Dr. Ha Thuy Hanh, Deputy Director of the Community Defense Fund, Natural Disaster Prevention and Control, hopes to continue to receive the support of domestic and international businesses and donors to connect the community and improve on-site response capacity. "The long-term goal is to build safe, proactive and sustainable communities in the face of all natural disaster risks," Dr. Ha Thuy Hanh shared.
In recent years, the State has had a policy of socializing investment in technology in natural disaster prevention and control and warning work. This is considered a correct policy to better serve the community.
According to Mr. Le Viet Xe, Deputy Director of Water Resources Consulting and Technical Development Joint Stock Company (WATEC), in response to the urgent requirements of early warning and digital transformation trends in building smart cities, the VFASS automatic flood monitoring system has been researched and developed.
Mr. Le Viet Xe also proposed that the State should have incentive policies. For example, in the field of research by private enterprises, currently some large cities such as Da Nang or some other cities have policies to support research activities. "In my opinion, there should be more extensive policies, while simplifying procedures, especially administrative procedures so that when businesses have data and means to serve the community, the most convenient and simplest way to use, share and connect is", Mr. Le Viet Xe proposed.
JCI Vietnam has also built and deployed the CuuTro.JCI.vn platform, a real-time community relief connection system, supporting the goal of "applying technology to minimize natural disaster damage". Mr. Nguyen Tien Dung, Chairman of JCI Vietnam, proposed that local authorities coordinate to notify the platform to communes/wards, send local verification points, connect data with shelters, warehouses and health stations, and encourage volunteer organizations to participate.
