On the afternoon of November 15, the People's Council of Thai Binh province, term XVII, 2021-2026, held a meeting to resolve urgent work.
At the meeting, delegates discussed and voted to pass a number of important resolutions such as:
Resolution on promulgating regulations on criteria for deciding to conduct bidding to select investors to implement investment projects using land to build urban areas and rural residential areas in Thai Binh province.
Resolution on approving funding to support household waste treatment costs for a number of communes and towns in Quynh Phu district to provide household waste treatment services from January 2022 to August 2024.
Resolution on promulgating a support mechanism for implementing social housing construction investment projects in Thai Binh province.
Resolution on approving the 1/2,000 scale zoning plan for the golf course in Quynh Phu district.
Resolution on approving the 1/2,000 scale construction zoning plan for the pharmaceutical - biological industrial park in Quynh Phu district.

Accordingly, the land in Quynh Lam and Quynh Hoang communes (Quynh Phu district, Thai Binh province) is planned to invest and build a golf course on a total area of 67.08 hectares, an 18-hole golf course sports area including golf courses, golf holes and auxiliary works according to the correct scale and technical standards suitable to serve golfers.
The approval of this 1/2000 scale golf course zoning plan aims to specify the development plan for sports functional areas of the Thai Binh Provincial Planning for the period 2021-2030, with a vision to 2050, approved by the Prime Minister in Decision No. 1735/QD-TTg dated December 29, 2023.
Accordingly, a modern golf course area will be established in the Northwest of Thai Binh province, providing full needs and facilities for golfers including playgrounds, practice grounds, accommodation facilities and other ancillary services; enhancing the value of landscape architecture and promoting socio-economic development and community benefits of the area. It is the basis for attracting investment, proposing investment projects for construction and business of golf courses and managing them according to approved planning.
According to the content of the 1/2,000 planning project that has just been approved, within the golf course, it is divided into sub-areas with main functions: Golf course, practice field, golf service complex, accommodation service area, technical infrastructure area.
The functional areas are spatially organized in a way that is conveniently linked together in terms of function, ensuring overall architecture, landscape and operational efficiency, and exploitation of golf course activities.
Organize the space in accordance with the current status of the surrounding area, ensuring the connectivity of residents in the affected area with the system of public services and essential technical infrastructure. Take advantage of and maximize the advantages of the natural landscape of the Luoc River, green trees and water surface to organize the golf course and auxiliary sub-areas, creating a synchronous and modern space for the golf course and surrounding area.
