In Thu Duc City, areas along Metro Line 1 (Ben Thanh - Suoi Tien) and Ring Road 3 are identified as key points to apply the TOD model (urban development according to the orientation of public transport).
The land plot of more than 160 hectares around Phuoc Long Station, Metro Line 1 (Truong Tho and Phuoc Long A Wards) will be planned to become a new, modern urban area with a mixed function, combining public works, serving the living and working needs of residents.

In Long Truong ward, the 152 ha coconut farm land, with the advantage of directly connecting to Ring Road 3, will also be re-planned according to the TOD model. The city aims to develop this area into a new, synchronous urban area, making the most of traffic advantages.
Meanwhile, the Nhtico Factory area in Long Binh ward, 29 hectares wide, will also be re-planned. With a prime location on the Ring Road 3 axis, this place will be built into a modern urban area with the main functions of residential land and mixed-use land.
According to the plan, in the first quarter of 2025, Thu Duc City will complete the determination of boundaries and legal status of the reclaimed areas. By the third quarter of 2025, Thu Duc City will implement planning adjustments, select investors and approve projects in 2025.
Tan Phu District has also chosen a land plot near Metro Line 2 (Ben Thanh - Tham Luong) to develop the urban area according to the TOD model.
One of the important land plots is Area I/82A in Tay Thanh Ward, 26 hectares wide, located along the two axes of Tay Thanh and Truong Chinh streets.

According to the plan, this place will become a compact urban area with a fully exploited underground space to optimize land use value and create a modern and convenient living environment for residents.
In the first quarter of 2025, the People's Committee of Tan Phu District will prepare and approve the outline and total estimate for the project. By the second quarter, local planning adjustments will be implemented, before carrying out land procedures and resettlement compensation by the end of 2025.

Four land plots to be reclaimed in Thu Duc City and Tan Phu District are on the list of 11 areas selected by the Ho Chi Minh City People's Committee for development according to the TOD model in the period of 2024 - 2028.
Along Metro Line 2, in addition to Area I/82A in Tan Phu District, there are two other land plots planned according to this model, including the Exhibition Center and Sports Center of Tan Binh District (5.1 ha) and Area C30 near Le Thi Rieng Station (40.9 ha).
Along Ring Road 3, in addition to the two land areas in Thu Duc City, there are four other areas in Hoc Mon district: 198.4 ha land in Tan Hiep, 389.3 ha area in Xuan Thoi Thuong, 104.9 ha area in Xuan Thoi Son and 290.2 ha area in Tan Hiep commune.
In addition, another important location is also included in the TOD development plan, the area around Tan Kien Station (314 hectares) in Binh Chanh District, belonging to Metro Line 3 and the Ho Chi Minh City - Can Tho railway line.

According to Resolution 98, Ho Chi Minh City is allowed to pilot the TOD model and use the budget to compensate and support resettlement for areas around metro stations and key traffic points such as Ring Road 3.
This helps Ho Chi Minh City flexibly adjust the construction density, optimize land value around metro stations and major traffic axes, create capital for infrastructure reinvestment and promote the use of public transport.
Through a preliminary review, Ho Chi Minh City has about 64,000 hectares of potential land for development according to the TOD model.
